Perform the work left unfinished by our la@ented Lincoln, . i
At the outset of Johnson’s administration
he declared that the leaders of the rebellion
must be punished for the erimies they havesommitted, and-when urgedto show mercy
_ “gnercy to the individual is often injustice to
the State.”. These sentiments. show that
our Chief Magistrate is determined that Jef.
Davis nd his advisers shall be punished,
have had to suffer at the hands of these
fiends for he has shared in ‘their sorrows.—
H6 Knows the motives by which the rebels
‘were actuated, and is disposed to make an
= of them, which will deter unprinVillains from inaugurating civil war
inthe future. He proposes to extract the
‘Tange of the serpent which attempted to
strike the heart of the nation. —
When. 1861 ‘treason, conscious of its
’ strength, was defiant and threatening in
Congress, when delegate after delegate was
:withdrawiag, Johnson, the only advocate for
‘Union from the South, stood up for the Goverment in the fuce of the tide when the bold.
ing the desk of Jeff. Davis, in: reply to the.
treasonable utterance of the latter, he said:
“If, I Were President of the United States I
would arrest you as traitore—I would try
you_as traitors—and if convicted, I would,
by the eternal, bang you as traitors.” From
the utterance of this seutiment, which shows
the President be a fearless man, up to the:
present time, he has never spoken s word
which would-warrant the belief that his de.
termination then uftered has been changed.
‘Qa the con he has frequently shown
_ that-he is disposed to deal with the traitors
9a they deserve. It is true that the largest
. armies have been surrendered, but the
‘who held seats in the ‘rebel Congress ‘and
“erushed the masses of the people—who were
the cause of this rebellion, we have reason
to helieve willnot be permitted to go unpunished by Andy Johnson.
There can be no doubt about his policy

Richmond. “Gen. Dent, of Grant's Staff,
ot ability and),energy. Gen, Hancock has
been chatged with the duty of bringing to
‘punishment the citizens of Price, George's:
St. Mary’s and Charles éoutitiés, Maryland,
who have harbored the conspirators or served the rebel cause during the war. Colton
Green, of Richmond, has been arrested for
being concerned in the assassination of the
President. >
The law for the punishment of treason is
to be enforced in Richmond. The “conciliatory” measures of President Lincoln were
grossly misrepresented, after Lee’s surrender. He not only refused to permit the rebel Legislature to meet at Richmond, but declared that if the rebels persisted in making
war against the Government they might expeet relentless confiscation.
Johnston had not surrendered toSherman,
but the latter suspended hostilities and enentered into a peace agreement onthe 18th,
which was repudiated by Presidént Johnson
and the entire Cabinet. Grant has gone to
North Carolina to conduct operations Sherman’s terms permitted the rebel troops to
retirn to their respective States and deposit
their arms in the State arsenals. He also
agreed that in case the terms were repudiated by the Government, forty-eight hours
notice should be given. The conduct of
Sherman in this matter seems strange as it
gives the rebels opportunity of strengthening
themselves or escaping. :
The Arkansas Legislature, on the l4th,
ratified the Constitutional Amendmen
abolishing slavery.
Moeby’s men have surrendered but he is
still at large. A reward of $2,000 has been
offered for his capture and some of his men
