TNE DAILY TRANSCRIPT. NEVADA CITY, CAL. ae — payee & CALKINS, Prop'rs. BROWN...... Business Manazer TOWARD 8. CALKINS seed betness Editor Neva County Oficial Press. THURSDAY, APRIL 26. @UR PUBLIC SCHOOLS. “Not » Bad Showing” Meviewed. Eprror Transcriet: The article contributed by Professor Cowdery, published in the Transcript of the 23d inst., affords some valuable statistics for the. further enlightenment of the public, for which we all should feel thankful, He gives us the number of scholars enrolled in the High school as wellas this district, and suggests some remedies against the wholesale graduations heretofore made at the back door, He also compares the High school here with the High schools of other places in this State where Boards of Education have been established; but his figures the more conclusively show the preating ne~eessity-for-reform: ~~ In most of the places named by Mr. Cowdery, the injured people have been demanding the repeal of the laws creating their Boards of Education, and refhanding the government of their public schools back to the district schools, : Mr. Cowdery gives us the percentage the pvesent Board propose to graduate this year from the High achool, and it will be nearly 20 per per cent. of the Highschool, or 14 pupils. We can calculate it thus: 700 :14 :: 100 ;: 2, or two per cent. This is the true showing. Not very favorable. If 14 pupils are graduated in one year, it will taxeas many years to graduate 700 as 14 is contained times into 700, or 50 years. Could the showing be worse? Then, # child-entering schoot-at 6 years-of age would naturally, unless favored, be 56 years old before graduating. _Mr. Cowdery says: “The class we . “will graduate this year “Will average . over @ year younger than the class of last year.” The members of this class raised in Nevada City, (Minnie Beckman and others) to my certain Knowledge were pretty well advanced in their studivs before the grading inaugurated by Supernumerary Carmichael was established. The numerous grades. that_were established under. that regime are doubtless responsible for the acciNOOR Eee SAe RSA HR ME RII a tion, It has been growing worse and worse under the system of grading then established and since continued, uatil-we are able to establish by a mathematical certainty tha: unless the system is changed a child entering our schools at.this day cannot be graduated even through our High school before he or she is 56 years old, unless by favoritism. Wewant no favoritism employed by either Board or teachers, Mr. Cowdery agrees with me that there should be some remedy against the wholesale graduation heretofore made at the back door, but seems to consider that I meant the back door of the High school. The back door graduations have been all along the numerous: grades organized by the authority, we will suppose, of the Board of Education, To speak the plaiu truth, the graded system heretofore established under the authority of the Board has virtually degraded the children of this district from the public schools. The remedy for thie is self-suggesting. Three or four grades’ are enough. Establish enough schools of the Primary grade to accommodate all the children, having but one. grade for all pupils of the Primary grade, When children are promoted fron: the Primary grade, promote them directly to the Intermediate grade or Grammar grade as Mr. Cowdery terms it. het enough schools of said Intermediate or Grammar grade be established to accommodate the pupils so promoted to said grade as aforesaid. When pupils are promoted from the Intermediate or Grammar grade, let them be promoted directly to the High school. Let there be as many schools of the High school grade esNasi apa ES the pupils so promoted to said grade. Employ efficient teachers for all the schools, and hold each teacher responsible for his or her-work, Abolish the office of—I will call it Supernunmerary—for that is what it then would be if continued. would not be said that the country or ungraded schools afforded bette advantages to childrén than our graded schools. ally favorites of the Board. mulated evils now under considera. tablished as will accommodate all Then it We need a radical change, for it is a conceded fact that the masses have suffered irreparable injury by our graded schools. Some favorites have been allowed to skip over the graded barriers that have held back the masses, and reach the High school in good time; but they are the exceptions, and the exceptions are genetI have no doubt that Professor _ promoted from the Giammar ‘ieee 1 These High ‘schools might each accommmodate 50 pupils without the aid of a Supernamerary, sometimes called a Principal. Perhaps next echools of this High school grade, If the old Board had been: acting for the best interests of our schools for the past five years, we would now have at least three schools of the High school grade. It will not be accepted by the people of this dis-. ¢ district of this day are inferior in intellect or otherwise to those of 1874, nor those under the administration of Messrs. McChesney, Preston and general have been put back in their studies, again and again, without any other view in so doing apparently, than to prevent the crowdlng of the higter schools, Children and parents get discouraged under. such treatment, and are they to blame? We believe in thoroughness, but it cannot be secured in that way, nor has that been the apparent object. The Board should have no axes to grind individually or collectively; end should give every parent and child fair play. J, I. Catpwe tr.
