American Journal.of Mining, after giving a table showing the revenue’ deemitiénts, concludes by saying: “Ex“ cept in those. cases. in which-the State .
actually carries on mining operations,
modern nations have abandoned the

the wisdom, of such: mcoutse is more

Democratic institutions, it is better that
the expenses of government should be

into two classes, the regular and the
secular priests. The’ Consistory is an
administrative and judiciary court, the
Bishop exercising absolute control over
it. There is supposed to: be a Consis-.
tory for évery 6000 souls, consisting of
the pastor and from eight to fourteen .
elders, -The Prastenic. exists in most
of the district towns. The Superior-of

at its head, and archpriests ahd some
ordinary priests are—appointed.to-sit in
Infractions of discipline
are judged and punished bythem. It
is only in cases of thefts committed by
members of the superior clergy, that
the Bishop refers the matter to the Holy Synod. Ecclesiastical delinquencies
among the priests are judged by the
civil courts. When priests are thus
‘tried-and-convicted; the able bodied
men are sént to the army, the less vigorous to.the colonies. Despotism is
the basis of ecclesiastical as well as of . .
civil authority in Russia. Each bishop
is a despot in his diocese; each priest a
petty tyrant in his parish. All ‘the
higher orders are forbidden to marry.—
The lower orders of priests may marry
once, but that must occur before ordination, otherwise it is forbidden them. “xa
Hence the proverb, “Happy as apriest's

guage, in a hurried and slovenly
manner; The Miserere nobis is in many
instances repeated from 10 to 40 times
in succession. The Greek Church condemns the use of images, yet its members pay idolatrous homage to relics
prostrate themselves -before,; and pray
to them with devout fervor, the more
superstitious believing them capable of
working miracles. No trade in relics is
openly permitted, though the fragment
ofa saint’s garment or perhaps a chunk
off his toe would fetch a good price.—
The Russian Church observes the ceremony of sacrament, confession and ab~
solution, and money will purchase any
quantity ofindulgences. The sanctuary
contains the tabernacle over the altar,
the general interior closely resembling
in structure the Jewish synagogues,—
It is divided into three parts—the sanctuary, the parvise or, space in front of
the sanctuary, and the nave, 'The Gospel, the cross and the chalice, together
with the missal, which is not a conseerated book, remain’ upon the altar—
The batictuary is separated from’ the
‘nave by the royal gate, with two later. ,
al doors and a suspended curtain. A
platform, raised slightly above the bod y
of the church, called the ambers, serves
as a pulpit, and services are conducted
from it and not from the altar, There
are fifteen communjon loaves, shaped
like balls, one joined to the other. One
loaf is the loaf of Christ, two of the
Virgin Mary, three of the Saints, four
for the living, and five of the dead.—
These_unlucky loaves are mutilated in
every possible manner. Pieces pulled
from them go through various destinations in the progress of the communion
service. A profusion of candlesis used
