FRIDAY MORNING, APRIL 7.” SPECULATIONS —Since the failure of the, Red River expedition under Gea. Banks, . and the repulse of the last invasion of Misqouri, the. rebéls in the South-West have been rather severely let alone, and Kirby Smith with his troops, reported at 50,000 quen, have enjoyed'a season of comparitive . And not he and his immediate army but the various rebel garrisons scattered through Texas, have had a long term of inaction. sen There may be a reason outside of the _ grand concentration of the national forces for the subjugation of the Atlantic half of the Confederacy, for the let-alone polity towards Texas. Itis possible there is a double object in view in leaving the SouthWeet till the last to feel the stroke of Federal power. And really we do not doubt that there is design in it. By leaving Texas untouched it furnishes an asylum for the -defeated_rebels, and those who seek safer rotredts than they lave lately enjoyed in the regions rendered hot by the presence of * ‘The wore rebels that find their way to the South-West the better, perhaps, because a reason is furnished for. the concentration of a large army there to compel them to obedience for the American government.— When that little job is done, which will be done speedily, what then? Our troops will "be just in the spot. we want them for the next business in the national programme, and if the flying and defeated chivalry shall eross the Rio Grande, as they will choose to do, the change from whipping rebels on our own soil to to that of pursuing them to Mexico and whippibg them there, besides enforcing the Monroe Doctrine as an additional chore, will, be so light that we may as well, for the sake of simplification, eall it _no variety at all. In fact, the presence of Maximilian in Mexico and the objects of the Southern Confederacy, are but parts of the game acheme—the overthrow of the Ameriean Republic. The War Power at Washington, though saying little, probably looks upon the matter in this light, and when the necessity arrives to march a strong force to Texas to give the finishing blow to rebellion, it will be very convenient to settle up that other affair with dispatch. Having been foiled in his attempt to reorganize the Board of Trustwos of the State Library for the purpose of owsting Stratton, by a decree of the Supreme Court, he now changes tactics and returns to the fight with a pertinacity worthy of « better‘catise, He endeavors to force Strat. tonto resign by withholding his salary. It Will be remembered that Stratton’s term of office expired on the 16th of March. The Board of Trustees met for the purpose of esting & suceessor and the Chief Justice having been declared ineligible by the Supreme Court, the vote stood twe for Perkina and two for Stratton—Low and Redding voting for the former. Stratton is en" fitled to hold until his successor is appoint> ~ ed by the law. When the time arrived for the payment of Stratton the Governor noti-: ant,” whereupon Stratton applies to! compel Oulton to issue a warrant in bis favor. If Governor Low can succeed in keeping Stratton out of his pay he may be able ‘to compel him to resign. At a-mecting of the Soldiers Aid Society, after an eloquent address by Rev. On the morning of the 3d Richmond was oceupied by our troops; they werereceived by the people with enthusiasm. On the morning of the sanie day Grant started for the Danville road for the purpose of cutting off Lee’s retreat.— From the 26th up to the 3d the fighting was of the most desperate character.. The Herald’s correspondeut estimates the loss in front of the Ninth Corps alone, at 5,000 on Saturday Jast. The operations of Sunday, bofore Petersburg, resulted in the capture of 12,000 prisoners and 50 pieces of artiHery. It is thought that the enemy, in their haste, must have abandoned 500 siege guns at Richmond and Petersburg. Lee will probably be met in his retreat by Sheridan, Stoneman; and Kilpatrick’s cavalry. Hancock probably holds‘ Weldon, from which point he could easily intercept Lee before he crosses the Virginia line. Grant seems to have provided for every contingency, and it now seems utterly impossible for either Lee or Johnsen to escape with an organized army. —_° Canby and Benton are engaged in a campaign against Mobile.
