‘One Phase of the Strike.
« There is one phase of the telegraphic strike which the officers of
the Western Union have probably
not taken into consideration) and
that is the fact that the struggle
between the company and their employes has attracted public attention
to telegraphic affairs more than ever
before, and will result -in a strong
pressure upon the aut . Coogren
for a postal telegraph system. The
Free Press says there is but one
power strong enough to cope with
such rich monopolies as the Western Union Telegraph Company, and
that is the mailed hand of the National Government. A well settled
conviction rests upon the minds ofa
large class of intelligent people, who
are neither communists nor socialists
that the Government should own
and control the railways and telegraph lines, precisely as it does the
mail carrying system, Doubtless
there are dangers in and objections
to'such a centralization of power
in the National Government; but}
with such a strict civil service system as might be devised and carried
: into effect, as would prevent the
employment or discharge of men for
political reasons, those . dangers
could be avoided. The Western
Union people will find the postal
telegraph scheme looming up in the
next Congress in trememdous proportions, and its strength will be
greatly enhanced by the present
strike, They could better afford tu
pay the advance asked by thcir employes than eome into competition
with a rival which all their wealth
can not purchase nor drive from the
field.
Legal Holiday. ®
Governor Stoneman has issued the
following document which explains
itself:: Whereas, petitions numerously signed by many citizens of this
State, requesting that Friday, the
24th"day of Auguet, 1883, be proclaimed a legal holiday; and, whereas, a great number of prominent and
influential citizens of other States
will, on said day, be visiting this
State as the guests of an important
organized society of our citizens;
and, whereas, on said day the corner-stone to our late President,
James A. Garfield, will be laid in
Golden Gate Park, in the city and
eounty of San Francisco, by the Most
Worthy Grand Lodge of Free and
Accepted Masons, escorted by the
Knights.-Templar from all parts of
the Union, then sojourning in San
Francisco, and by the military force
of the United States and the State of
-California; now, therefore, I, George
Stoneman, Governor of the State of
California, do hereby proclaim Friday, the 24th day of August, 1833, a
legal holiday in the State of California, :
A Pallback.
A decision which will interest the
ladies, but which shows the male
prejudice against ‘‘pullback” dresses,
has been rendered by Justice Miller,
of the Supreme Court. Some time
ago, says the Omaha Bee, a Minnesota girl, arrayed in one of these
garbs, attempted to alight from a
railroad train, but the garb ‘‘catching onto” some object, ‘pulled back”
the young lady, and she-fell between
the depot platform and sustained severe injuries. She brought suit
against the railroad company, but
the hard-hearted justice ruled that
she could not recover anything, on
the ground of contributing negligence on the part of the ‘*pullback,”
Ir sounds like sarcasm for England to ask the Sultan of Morocco to
“consider whether it is not time
to place his Empire on a level with
other civilized powers, by abolishing
slavery.” It is like calling-the Zulus human to éall Morocco civilized.
In 1880 Brooklyn bad a population of 565 663, and Chicago one of
503,185. It is admitted by the
Brooklynites that Chicago bas now
outgrown their town and become
' the third city in the United States.

would cost would benefit somebody.
