He shall receive a]l moneys of the Association, and pay the same out only upon an order signed by thé President. He shall send all notices and communications called for by these rules. ' QUORUM, Sec. 13. At all monthly or special meetings, five Members shall constitute a quorum for the transaction of business. Notice of special meetings of the Association:shall be given for two days in the Nevada Daily Transcript, signed by the President and Secretary. AMENDING BY-LAWS. Sec. 14. No part of these Rules and Regulations shall.be altered or amended, except by a two-thirds vote of all the Members present at a meeting called for that purpose, or ata regular monthly meeting.
