THe SimpLe Issve.—The Congress of
the United States has passed a joint resos
jution in favor of the Amendments ot the
Constitution of the country. These proposed amendments ewbody the opinions of
Congress upon-the’ question—of restoration:
and are the.platform of the Union party.—
The friends of Johnson tell us that “Con‘geese has weakened and accepted the President’s policy.” but the trath of this statementis not very apparent, when itis known
that the President and his friends were as
-bitter upon Congress at its adjournment as
he was upon the 22d af February. Tho fact
is that Congress stood up manfully ‘to the
end, in oppositiva to the ruinous policy of
Johnson; and at its adjournment the members went to theie—eonstituents to fight the
same battle in which they were victorious
at Washington. Since then, there is an issue between Congress, or more properly the
people, and the President, the first. quester. The simple issue presented to. every .
citizou is this: “Are you in favor of the host_skiltul. lady—rider,;—at—the Northern
Constitutivnal Amendments, or are you op”
posed to them?’' In other words, spall
traitors who. bent all their energies ip/their
attempts to destroy the Nationa, be xestored,
er? Shall their representation :n Congress
be increased, thus giving them more power
for evil than they possessed before the war 7
Shall? theav serpents be warmed into life
aguin before thyit venomous fangs are extracted? Ifsuch things should be, then the .
President’y “policy is correct, but on the
other hyd, if it is best to give citizens of
the eduntry, North and South, equal power,
by representing electors instead of populapermanently settle the questiun of seckssiun—if the country is tu be precluded trom
ever assuming the rebel debt. and the obligations incurred in the war°for the Union
are made sucred by a constitutional proviodivusneas of treason, to even a sinall extent, then the action of Congress inust be
indorsed and the proposed Amendments ratitied.
Should the Congression#! plan be adopted, the rebels. would then be treated a thousand times better than they deserve or than
they expected, immediately after the surreuder of Lee. ‘Tho demands of justice,
the mujesty of the law, the duty of the Govramet ty loyal men vt the South and to
posterity, all demand that the originators of
the hellish rebellion should suffer death tor:
their damnable crimes, but the loyal men
of Congress have listened to the vice of
mercy, and are saying to the rebels, “Go
and sin no wore,” giving the nation security
for your good behaviour in the future. The .
Union men of the country are willing to
leave the puet with its crimes, bubsif they
ure true tv themaclves and the Nation, they
must bave security fur the future. This js
all that Congress demands, and that body
will be sustained by wll doyad wen of the
land.

SCIENTIFIC SCHOOL.—We have received
the First Annual Report of the visitors of
the Sheffield Serentific School of Yale College. It is gratifying tu see Old Yale lead
so success(ully in the establishment of a
Department where Agriculture and the Mechanic Arts;Cheunstry, Mining, Mettallurgy, Engineering, Military Science, Natural
Histury.and Modern Languages, and other
branches essential to a good education are
properly taught. A scientific department
was inaugurated there 20 years ago. Some
distinguished men for years have had it in
caurge. Until lately it has not been ene
dowed, but depended upon voluntary contributions, the fees, and the devotion of the
nen of secince engaged in it. Connecticut
has « class of men who are an honor to
manhood, and they only seem happy when
giving their wealth to the cause of education, What prouder name cana man have
than that. of Joseph E. Sheffield of New
Haven, who, besides contributing over one
hundred thousand dvllars, has also constructed an edifice of magnificent proportions, purposely fur this department; thus
ennbling them to avail themselves of the
provisions of a grant of Congress, made to
all-the States, for the purpose of encouraging instruction in theoretical and apphed
scienee, It was eminently proper that they )
should give his name to the school and per:
petunte the remembrance of such generosity.
The list of Professors, course.of study, and
opportunities given studenta, are commensurate with the fluttering condition of their
finances, and the completeness of their college edifice, and worthy of Yale,

the remarkable fact that the head of a
murdered man was preserved three years,
and at length furnisbed a clue-that ted to
the discovery and conviction of the mur.
derer.’ At the time of killing the head was
cut fromthe body, a doctor preserved itin
spirit; after two years, suspicion. fell oa
a young man and all depended on identitiation of the person, murdered; the doctor
‘appeared in Court witha le pail, and to
the horror of the spectators, produced a human head which was recognized as that of
the missing tan, and mude tte chain of evidence complete.
