Deaf, Dumb and Blind Asylum.

shall cause to sorepares suitable bonds of the
State of Calffornia, ng interest at the rate
of seven Did cent per ammum, payable semi-annually, on the first day of Janua and he first day
of July of each year, at the office of the Treasurer of the State. a ‘

Coupons for Interest,
Sxc.% The coupons forinterest shall be attached to each bond, so that each one may be removed without injury or defacement of the bond
or on remaining coupons. The said coupous
shal bs sonengatively numbered. and signed by
the Treasurer of state, and shail represent the
semi-annual dterest on the bond to which they
are attached. : a

SKC. 4. e Treasurer shall furnish the Controller of state with the number and amount of
each bond prepared for issue, and each of the
above named officers shall k a caseful and correct record of the number and denomination of
.each bond issued under this Act, the whole
amount of which bonds to be styled the ** Asylum Bonds,” shall not exceed seventy-flve thoueand dollars [$75,000.]

Sxuc.6. For the payment ofthe principal and
interest of the ‘Asylum Bonds’’ authorized by
this Act, there shall be levied, on the first Mon, day in March A D, eighteen hundred and sixty
four;-and each zeae thereafter. until the interest
and principal of said bones shall be fully paid, an
annual tax-of three-fourths of one per cent on
each one hundred dollars of value of all the taxabie property in this state, which tax shal! be asscased and collected-as other state taxes, and by
the Treasurer of State set apartin a Fund, to
bodesignat»d the **Asytum Bond Redemption
and Interest Fund,’* to be applied exclusively to
the payment of the interest of the -‘Asylum
onde,” aud for the redeniption of the same ;
and the faith ofthe State of Californin.is hereb
pledged for the payment. as herein preayided,
ofthe principal and interest of the sald *Asyjum bonds,’’ Behe
Surplus in Asylum Fund,
Suc. 7, Whenever, on the first day of Jauuary or the' first of July of any year, there remains in the ‘Asylam Bond and Redemption
{nterest Fund,’ a surplus of five thou-and dollara, Or more, after the pryment of interest as

Treasurer of state to advertise ten days in one
daily’ newspaper prblished in the City of Sacramento, and in one daily newspaper published
