know nothing of our wants, are continually meddling with the affairs -of . this

tax and a tax upon the proceeds of his mine
besides a license to the General Governmeat.” From these taxes the nation receives
more every year than the whole proceeds
of sale would amount to, if sold at the Government price for-agricultural lands..

From experience we learned that the best
cuurse to puree was to permit the various

because the regulations which would be applicable to the mines of one district would {

decided that the beat policy was that which
should open the mineral lands tg the enter‘prising prospector and to leave all regula+
tions for the working of the mines to the
miners themselves. Under this order of
things new mines have been developed, ‘and
the entire coast has been opened to Tabor,
besides, titles’ to mineral lutids aud
rules under which they may be held, are as
fixed as the lawsin regard to any other kind
of property. If these lands were placed ia
. the market and a new system adopted for
their government, the disputes and difficul. ties Which were so common in regard to ‘ag:
ricultural lands in this State, would all have
tebe met by miners. We have been six
teen years at, work under the present policy,
and by adopting a new order of thiugs all
the experience gained-would be lost. “Those },
who hold that thé prosperity ef the mining
districts would be increased by sale, have
