"ee mat ‘propose to put the prospector and mia ahead Bera Daily eansetpt. ~ TUBSDAY, DEC’ = 12, isa We BALE “OF “Minutau LANps.—AeT ‘goon as Congress was ready for business, Shertiisa offered s bill for the sale of the "mineral lands, and resolutions have already “been introduced into the Senate and Assem-. bly of this State, requesting our delegation to.appose-the measure. The: people of this coast sleok upén any attempt of Congress to'place our mineral resources at the mercy of speculators as ruinous to their best interets. “Why members.of Congress, who know nothing of our wants, are continually meddling with the affairs -of . this const, we cannot for the life of us conceive Init possible that the delegation of Califor: nia, Oregon and Nevada are incapableof taking eare of the mines ; or does Sherner at the mercy of a few speculators, and , Shut up the mines fiom the prospector for “the purpose of putting a few dollars in the ‘national treasury? If bis object is to benefit the Government, then he is taking the wrong course. At the Goverrimeént price, the proceeds of sale will not pay enough to ’ cover the salaries of land officers and surveyors. The miner now pays his income tax and a tax upon the proceeds of his mine besides a license to the General Governmeat.” From these taxes the nation receives more every year than the whole proceeds of sale would amount to, if sold at the Government price for-agricultural lands.. Vhe decline in the State of Nevada in the last year, shows whnt effect the stock brokers and speculators have upon theamining intereste, and yet. those who advocate sel ling the. mines propose to place every foot of land on the const at the mercy of such men. They wuuld place the prospector within the clutches of men whose only object, would be to cheut him out of wH-he had, and vur miners, instead of working for them. selves,.would labor for others. . After. the discovery of precious metals , on'this const. a new policy for the govern. ment of public lands had to be inaugarated. From experience we learned that the best cuurse to puree was to permit the various Anining districts to adopt their own laws, because the regulations which would be applicable to the mines of one district would { hot suit foranother. The Government th. o decided that the beat policy was that which should open the mineral lands tg the enter‘prising prospector and to leave all regula+ tions for the working of the mines to the miners themselves. Under this order of things new mines have been developed, ‘and the entire coast has been opened to Tabor, besides, titles’ to mineral lutids aud rules under which they may be held, are as fixed as the lawsin regard to any other kind of property. If these lands were placed ia . the market and a new system adopted for their government, the disputes and difficul. ties Which were so common in regard to ‘ag: ricultural lands in this State, would all have tebe met by miners. We have been six teen years at, work under the present policy, and by adopting a new order of thiugs all the experience gained-would be lost. “Those }, who hold that thé prosperity ef the mining districts would be increased by sale, have ov ‘to look atthe miues of Maripoaw couuag refutation of their claim. One at the rlchost countiés in the State, in miveral resources, its towns are depopulated, and the enormous quarts leads wbanduned ; only a . few wills are in-eperation, and many are in ruins, because the lands were held by bremont, and by his management, a district that ought to produce millions is not preducing auything. Freniunt’s grant shut out rospectera and enterprise frou Mariposa. Toe on as the sale of the mineral hinds wouid place the entire, country wt the mercy uf ow dling speculators or bad wanagers. roughvat the entire State, at the preaoh time, great activity. exists in the mines, and ajmoet daily new ane valuable beads wre open We would ask any reasonable man if he-believes that! the sale. of mines ia this. county would be a benefit? What gvod result would be secured by such a course? Lit Linen ion about mining claims is k Pyeng rare, and it is seldom that a mining ease iv brought into edurt. The laws which govern locations and. define the rights of mineré Are Well established. His ftiénds feared that the wound would prove fatal; they wére compelled to keep his head jn-ice almost two months ;-he recovered, and was appointed commander ofthe post of Nashville, ‘and there he became intimately acquainted with,President Johnson—hence the appointment.” Suicibé.—Suicide is féartully on the increase.im Parig, as a natural result of increasing recklessness and dissipation in ‘social life. That.of a whole family has recently produéed not a little sensation. The son of a man who was killed by throwing himself jout, and. his three sisters suffocated themselves by charcoal and were oped’ dead in their ball coddfines. ' i. INTERESTING Tu. Lapies.—To_ prevent in the English Courts, a bill will soon be introduced into Parliameut enacting that a promise of marriage, to be held binding, so that the breaeh of it shall constitute a ground of action, must be given in writing, and be attested by two competent witnesses. ; THE London Times reviews our financial . position.
