Every person (except a California Indian) without visible means of living, who bas the paysical ability to, work, and who does not, .for the space often days, seek employment,nor labor when 1 employ ment is offered him: eve healthy beggar ~ who solicits alms as a business; every person who roams about from place to place without, a#y lawful business; every idle or. issolute person, or associate of known thieves, who wanders about-the streets at late or unusual hours of the aight, or who lodges in any barn, shed, shop, outhouse, vedsel or place otherthan such. as is kept for lodging purposes, without the permission of the owner or party entitled to the possession . thereof; every lewd and dissolute person, who lives in and about houses of ill-fame, and every ¢ommon prostitute and. common drankard, is & vagrant, ‘and punishable by imprisonment in . he county jail not exceeding ninety days. Sec. 648, Every” person who, makes, issues or puts in circulation, any bill, check, ticket, certificate, promissory note, or the paper of any bank, to circulate as money, except as authorized by the laws of the United States, for the first offence, is guilty ofa misdemeanor, and for each and every subsequent offence, is guilty of felony. Sec. 649: Every officer of a fire department who wilfully issues or causes to be issued any certificate of exemption toa person not entitled thereto, is guilty.of a misdemeanor. Sec. 659. Every person who knowingly and wilfully sends or delivers to another avy letter or writing, whether subseribed or not, threatening to accuse him or another of a crime, to expose or publish any of his failings or infirmities, is guilty of a misdemaneor. The Spotted School.Tax. There seems to be quite a flurry in certain counties about the special district school tax provided for in the school law. At one place it is declared that the law has been sustained by the Supreme Court, and in another that before its passage the best lawyers wese donsulted and they said it was constitutional, We know the first proposition is false and we do not believe thé latter. ‘Phe Supreme Court has decided in every case that when a tax was not assessed and collected*by Assessors and Collectors chosen by the qualified electors of the district in which it was levied, . the tax is unconstitutional. The reports of the Superintendent of the Idaho, Edward Coleman, and . the Secretary, M. A local reporter of an exchange, speaking of seeing a woman who wistfully giared at a turkey suspended in front of a restaurant and several times approached to take it, but resisted the temptation, cludes by saying: We felt wonderfully relieved when the poor woman abandoned the project and wended her way to her domicile, there, perhaps, to suffer from
