Consul Shackelford could do nothing without permission from the Government. After two years’ delay this permission was finally granted. The American colony in Paris became interested in the child, who is said to be remarkably bright and precocious, and a fund has been subscribed sufficient to rear and educate him until his sixteenth year, when an effort will be made to appoint bim acadet at the Naval Academy st Annapolis.
