Se er te Friday. Feb. 13th, = oral Ey ra a ee We trast the members a the Lag: islature from the mining counties “qill keep their eyes open for bills putting the miners of the State at a disadvantage in the courts. We have _ Mready: called. attention . to three of _ these bills, the passage pf either of ‘ which. would be an ager mre, , ity to the mining counties. Either. ~~ these bills wi ining of. at . , kins, Perhaps thas is _ wha wanted by pur good friends “a RecordUnion, and other partiz "GF tile farmers, tor thay have nots Y 2 word of -condemnatiou. tor either of these bills, not even the one which} tyakes any kind of mining @ criminal olfense, -Ap bill is before ‘the Legislature designed tocreate ‘drainage districts,” by which itis proposed to tax the people of such districts to take care of debris; to reclaim ‘swamp land, to} .etraighten : river channels, and to ractify the errors of nature generally. If the districts are so formed that the miners shall take care of th» debris, and the swamp land ownere shall take care of their swamp lands, there is'no objection ‘to the latter straightening as many river channels a3 the general government will let) them,.. But. mirers take no interest it these latter operations, and object to be taxed to control the floods that+ the Almighty sends, and which would come, and would overspread the valleys, if there were not § miner in the State. Much depends, “however, op the character of the Commissiovers apointed under such a bill. If there Se such @ division into districts as se leave the miners to do their. _own work; and others to do tHeirs, and each pay for their own improvements, no one could object. It looks to us, however, as if there is-a job in “this‘new bill, though we may he in etter. Tt would be suprising. siween;, if the Legislature would pass such a vill and_ not fix some limit, to the’ athount of liability to be incurred under it. As we read it, the Commissioners may have bonds issued to the extent of twenty, fifty, one hungred millions of dollars. It is too puch power ta lodge in the hands of afew men. If the bill wtp pass, let there be a limit ta the expenditures ~under it, at least until the noxt Legjslature. meets, and some judgment ean be formed as to the character of the acts to be,slope under it. . The — Legislature willreadily grant further power if that alréady granted seems fo be Welland wisely exeraised. Iu all such legialgtien an ounce of prevention is ‘worth a ton of attempted dire, Its easy now to keep expenditures within bounds by fixing a —dimit in advance. After fifty ‘mil$30,085 5 Tions of bonds are issued, or half that sum, ib will be too late to complein of extravagance. The mischief will have been done. There are some things worse than debris or flooda,..Qne of them ia; a mortgage on large districts of the State that will eat up their products for years to pay the interest, to say nothing of the principal. na baud whint at MIKed, ‘A vahadble mining ‘ean, like the estate of a rich man who dies with: out: making a will, never geca beggivg for claimants, There is one near this city that was several years ago purchased for « liberal sum, shortly after which the buyor stoped work on it.
