It is natural that San Francisco: shonld desire to bleed the “mining counties to the utmost extent, ‘wnd that an attempt should be made to gain for that city the entire wealth as well as the control of the State. The mining counties now pay a much larger part of State taxes in proportion to pop. ulation than San Francisco. Our property is assessed higher and county taxes are correspondingly lower for county _ ‘purposes. Mortgages have been taxed Ee oS in this county and they were not in San ’ Francisco. It is not just that the State should reap the benefit arising solely ‘ from local sources. The mining counties are overrun with Chinese miners who fill the jails and add largely to the _ expenses of criminal business. They ‘pay no taxes to meet these expenses ex~ @ept in the shape of foreign miners’ li: with debt. censes. They hold no property of any. éonsequence im the mining ‘counties, while in San Francisco they have a. large. amount of valuable real éatate, and heavy stocks of goods that pay tribute to that city. ‘ The foreign miners’ license-is purely «local tax and should be used for local purposes. It is admitted that in many of the mining counties property is decreasing in value and they are heavily incumbered: The Alta intimates that. re salaries and bad management. ~ This is untrue. There is not a county in the State which hassuffered so heayily from high salaries and corrupt management as San Francisco. There are other causes of decline inthe mining ~eounties which have been discussed at = dag th and need not be alluded to here. _ This is only another reason why the loeal taxes for these counties should not be appropiated to other localities which @re more flourishing than the mines. Mrs. Thomas Hood was found dead in her bed, at. her residence in Grass Valley, about half past 8 o'clock on Wednesday evening.
