/ ringing on the war, totally forgetful of bis __ tper of the people of the rebel States, or that ~sgeemstothink that Congress is bound to ~ power and become a traitor to the princity asia shown bythis apéech. The egotiem -—-vesponsiblo, and that-if he -wasPresident be . ~-¢he-country willbe given over to uurepens x te be removed te Sacramento as an organ NEVADA CITY. @éice---Corner of Broad and Pine Streets. se ‘EUESDAY, FEB. 27th, 1866. ane THE PRESIDENT AND ConGress.—Evry step in the development of the Johnson plan of reconstruction, shows that tbe Pree‘ident either totally misapprehends the teim-; he is determined to -betray the natien into rebel hands. Whatever may be the cause Of hts condnect, it becomes the duty of Congress to stand up between the threatened danger and the nation, and to teach Mr, ~ Johnsen that his duty isto execute the laws. and not ‘te make them. . The President THE San Franciscv Call says: A week ago, Charles May, alias Gundiéug, ‘was taken into custody upon suspicien of being implicated in the robbery of Mr. Collector Adsteamer on which Mr. Adams came to San Francisco, and left the vessel after her arrival. Two or-three days afterwards, he went on board of her-and brought ashore his bedding, relled up im & bundle. This fact, taken iu tonnection with a previous dark cloud in which the Detective force have been in the habit of viewing him, was -to ‘them proof as strung as holy writ, and they slamed him into jail te, Micawber-like, wait till something turned up to fasten the crime upenhim. Several days passed away, and the detectives having fuiled to discover any evidence against him, he was ordered tu be discharged from custody, although the de-teétives are morally certain that he is the guilty party. .If the law would permit the Courts te eonviet-every man whom the Poearry out his will, and beeause the Repre‘sentatives of the people have the manliness to-oppose his usurpatiun, he denounces them as. traitors. Congress is the legislative branch of the Government, and to that body * alone belongs the work of reconstruction.— When Johnson asaumes to legislate for the country or any portion of it, he forgets bis oath and assumes powers which should cost him'the place he disgraces. ‘That be has forgotten the party which placed him in ples he advocated in the early days of rebellion, is demonstrated. by, bis disgraceful ‘conduct on the 22d. The most charitable way in which to account. for his cunduct is to attribute it to drunkenness, for to say that Johnson was in his right mind would be an edmission that he is totally uvfitted for .the “exalted position he occupies. Let any~man point to an instance where a President of the United States so far forgot his position as to exibit such ‘viadictive hateand low yulgariand lew illusions in bis. dinlogue with the crowd, show a Aotul disregard fur decency, which cannot be accounted forupon any other grodind than drunkenness. He gutoff the sane old nonsense in regard to the equal. responmbility of the North and the Soath m charges .made in the Senate in ‘60 and '61, that Jeff. Davis and hie associates. were alune would hang them as traitors. He has for{ gotten that he once: said, “Treason was the uighest crime known to the law and should de punished,” und he now says that the Southern people erred for atime. He has forgotten all his past record and his gone over te the enemies of the Republic. Should be succeed in carrying out his purposes, tant rebels and their copperhead allies. We are satisfied that Congress will stand firin in the right, and that the loyal masses of the nation will sustain that body. The uprising has already begun and the Union loving people are speaking in unmistakadle language. ‘The political grave of Andy Jvhoson is opened and his history will prove .how low the digheet may fall. The handwriting upon the wall cannot be mistaken. The people @re saying %6 the President, “Thou art weighed in the balance and found wanting.” Foroey’s article in the Philadelphia Press, which prevoked the wrath ef Johnson, is telegraphed to the Sacrameuto Union, It chargee the President with premeditated treachery to the Union party, with making promises be never intended to fulfill, with cuurting the society of traitors and Copperheads aad with disgustiag Union members of Cungrees by hie incuberent and illogical har-engues. cane: THe Legislatures of Missouri aad Iowa sustain the Congressional majority, and Governor Stone, of lowa, telegraphs, “No.com. ptomise with traitore—pardoned or unpardoned.” The Union editors of Illinois, in their anveal Convention & Peona, unanimously resolved-to ststwin Congress.— Strong resolutions, supporting Congress and universal suffrage, were passed ey the Legislature of Maine. In New York, Seward fxs gone into the. business ot organizing “a Johnson party,.and is very confident of success. Ut is waid —_——_.eno that the Marysville Express is vf President Johnson's Democracy. It has been faithful ‘to the rebellion throughout, . and will doubtless be a powerful machine for Johason.—Flag. WHITE Roww.—A white robin was. lately seen in Placer county. The man knew . it Was a robin because it was in a flock of be ten times worse than the great rebellion. . with rebellion. = = ___GEN. GRANT continues the reduction of falry Battalion, and Company E, completing lice suspect of being guilty of crime it would greatly lighten the labor of the city guardians. j No, No!—The Flag says the state of affairs in Washington on the issue between President Jvuhnsén and his Democratic crowd, and the true friends of the Union and enlightened justice, is alarming. Isa reign of terrer approaching? Iféo, it will Will the patriots who have: followed-up the saving of the Union, yield to a rcreant President and the hest of Northern and Southern Traitors? No, No! AT # meeting of the Union State Central Committee it was. Resolved, That we believe that President: Johnson will remain true to the Constitution and to his pledges, and that he will not euffer himself tu_be betrayed by the attempted seductions of men who were lately in armsagaifist the Union, or by those who in act and declared sentiment sympathized Don’t fool yourselves gentlemen, he has gone, boots and_all. -Vallandigham, ‘the notorious Northern traitor, lately hung-out a flag for President: Johnson, and madea speech for him. He thinksthat Democratic principles are going like thunder. He had better look out for the Unien lightning. Senators who prevented the Freedmen%® Bill from passing over the President's veto, are Bill Stewart, one-horse lawyer formerly ot this city. Morgan of New York, Dixon of Connecticut, Norton of Minnesota, aud Doolittle of Wisconsin. a in the volunteer force in tho South,-and-it will ultimately be succeeded by regulars etationed at garrisoned posts and frontier forts. REPORTS from portions of Georgia, Florida, Virginia and Alabama, have been received at the Freedmen's Bureau. They are of a very eucouragiog character. The savings banks estublished in most of the leading Southern cities fur the freedmen are generally ina flourishing condition. THE records of the War Department show that over 3,000 brevets bave been conferred upon officers: of the-regular and volunteer forces fer services during the late war. _~ Tue Printiog Bureau is printing new issues of fractiunal currency at the rate of $100,000 per week. The money subscribed was to be. expended (as set~ forth in the subscriptien paper) ‘‘under the direction of Messrs. George W. Kidd, Ira A. Eaton, George D. Roberts, E. McLaughlin and A.S. be made forthwith. Accordingly I made an accurate and thorough survey of the route, returned ,to San Franciseo with the notes, and completed the Map, Profile and Estimate.
