The Registry and Health bill, proposed by Dr. Harvey, and which we
discussed some time ago, has passed
the Assembly. It has been soamended as to avoid the objectionable features, and in its present form it ought:

that the interior representatives have
no business with local affairs? If so,
then the members -of-the Legislature
are not State officers, but. merely
special localities. We hold that the
duty of a Legislature is first to the
State and afterwards to his immedfate
constituency. Those. who hold that

doctrine in National affairs. If they
do it will ‘lead them’ into the exact
position taken by Jeff. Davis ‘and
other rebels in the outset of the rebellion. Eyery member of the Legislature has an interest in San Fran. .
