It is generally-believed that an extra session of Congress will be called on the 5th of March to give the Senate an opportunity of confirming appointments to Mr. Cleveland’s cabinet and other prominent officials. It is not likely-there will be an extra cession, which can only be called ‘in two ways. The present Congress could do it under the constitutional provision that ‘‘Congress shall meet on the first Monday in December, unless it appoint a different d.y ;’’ or it could be convened by proclamation of Mr. Cleveland after his inauguration, as was done by Mr. Lincoln. The custom has been, however, for the outgoing President to issue a proclamation tbout the Ist of March, convening the Senate in executive session for the purpose of confirming the appoints of the new administration. o>.
