No one dispates that votes were, £brown out by the Returning Boards ‘ofthe three disputed Southern States. The law creating such Boards was -enacted-for the express purpose of. empowering such bodies to throw ‘out votes, when, ?n their opinion, ‘there had been force, fraud, intimi“datien or illegal proceedings at-the different —— placesin-those States. The law-abiding people of those States. had learned by expeoo to er. and tote the ballot box unsealed in'a store while eating. In this precinct there were but 76) Ny, . Some of the votes were Republican . an@ some Democratic. « After—alf tbe blow made about the Florida count, it was.diseovered that. Hayes. been thrown out. ‘So that settles that State. In Louisiane, evidenee ot frand, intimidation. and outrage, were so well established before—the Board. that they could not help. throwing them out, unless they Tribune says: worthy :. The subjoined article is from the What is said of Florida is-true also of Louisiana, . and the~converse has-been made most apparent in Texas since earpet-. bag rule gave way %o the ancient Democracy. True instincts, the first Democratic Legislature of Texas: which. oorrvened after the war, inaugutated immediate reform by stealing every cent of the School Fund. The “Governor Stearns’ adcarried the State even if no votes had’ ministration in Florida was not so bad as his enemies have tried to make out, if the following comparison by ‘the Jacksonville ‘Governor David S. Election Boards in California have judicial powers. as well as ministerial, and no one com: plains when they exercise them. If they. find two ballots folded together, and-come to the conclusion that the man depositing them intended to commit a fraud, they always throw both out, notwithstanding the man who voted them may be legally entitledto vote. Weneverhear any+ thing about the. monstrosity of such proceedings, even ‘from the most rabid Democrats. Yet itis for just sucli a proceeding: the Returning: ced. They are called carpetbaggers and rascals of the’ deepest dye run together. People are led to believe that the members composing these Boards are refugees from the North, and went.South for the purpose of pillage and rascaljty; that they are outlaws and wholly irresponsible persons. and tu —some—cases—dragged— “from their beds and taken to the nearest tree, where they were hanged. Such evidence was given before the Board and ‘they acted on it, and threw ‘out the votes of the parish in which the outrages were conhitted, as they were by law empowered to do. James Madison Ww ells To the Board of Education of Nevada School District. Gentlemen: We, the Committee appointed by you toexamine the Sev-. enth grade, on Dec. Qist, 1876, report that id our Opinion, the examination was conducted in an impartial manner. The, pupils answered promptly and correctly in a largeanajority of cases, and seemed to understand all that was required of them. The order maintained in the room. was excellent, anddeserving of ses-. — -pecial mention. Ona the whole, we} and Thomas C . Anderson are both Southern born, and of old and respected parentage. The former has twice been the Governor of the State —was a Unien man from the breaking out of the war, and although he suffered the loss of nearly bis whole property, be never faltered in his deyotion to the causc. General Anderson was born in Virginia, but has resided in the parish of Saint Lan-. dry, Louisiana, for forty years. He —-was-educated-as-a lawyer, bat-is the owner of, and carries on several large plantations, and is widely known and highly respected all over the State. Mr. Casnave is a business man of New Orleans, is wealthy and has the _ respect of all who have had relations == _ with him’ during a long business ca‘reef. Mr. Kenner is a young man, =porn-and reared in New Orteans, ana was for some time in charge of the Street Comnissidner’s Bureau. Instead of being refugees and—carpet-baggers; they are all Southern waen who have been honored with public position, and who command the respect of all, except those partisans who tesire to rule or ruip down there. Now we will see what ‘cause these men had for throwi ing out votes, In Florida, tw enty-five counties were canvassed, according to the face of the returns, The other counties . were questioned, but after being canvassed, most of them were counted by unanimous yote of the Board. One county was thrown ont ‘entire, . because no legul steps were taken in ‘preparation for the election and in holding the same, Some were thrown out, because the inspectors _ violated the law, by not completing the canvass without adjoursinent;) end by allowing outsiders to handle -the ballets; aud assist in the-cvunt, and for going to another filace to! finish the count the day. after election.
