HENRY pu LALLA L EE LOL LE LES IIIT NEE TELE Or BcHoo1s.Among the eighteen or twenty sabdaring his brief administration, is the most infamous subsidy scheme ever inaugurated in the history of legislation, as any one wiil agree who ~will-take the trouble te turn ts the law. It is found on page 630 of the statutes of 1867-8. The title of the actisasfollows: An act authorizing the Board of Supervisors of Plumas county to take and d subscribe to the capital stock of the Oroville and Virginia City RailOf the county to meet at the county seat on the second Monday of April, 1868, and to subscribe $230,000 to. road; ‘The sam of $80,000 was to be vided for a tax of not less than sixty cents on each $100 of property, and after the issuance of these bonds to pay the interest on the bonds issued. And the county was further compelled to pay the remaining $150,000, whenever the railroad company levied assessments, in amounts not exceeding fifteen per cent. of the total sum to be subscribed. There is not a single clause or guard in the law for the county, and the worst of it is that the railroad only existed on paper, not a particle of work ever having been done on it, and the county was compélled by law to issue $80,000 before anything was done, Not a single taxpayer of the county had a chance to vote upon the question; and this law went still further, It provides; Any member of the said Board of ter in office, arid every county officer of said eounty now or hereafter in office, charged with duties under this act, who shall wilfully fail, neglect or refuse to perform any duties imposed upon him by this act, or to do any ee tetera pepe and on conviction thereof by a fine of $500, and be removed from office,and shall in. addition thereto, be liable ,for all damages sustained by any party from his or their failure. The contingent fund of each house was swelled to an unusual extent, and by mere resolution of each house money was voted most shamefully to increase the pay of the multitude of of the session. We know that there were.earnest. protests made against bers, too, including, if we. mistake not, the Senator from Napa, but they were as unheeded by the majority as the idle wind. It sounds very stupid to talk of the economy of a Legislature that voted with such hasty greed to give: away millions of the people’s money to a railway cortain counties, and whose chief boast on that ground is that it put down the State-taxes to 85 <cents-on the fixed’ at 75 cents without fear of a deficiency; and mofe especially when @ prior administration had made any reduction at all possible. -Let us hear no more on this sickly scdre: The people are not the silly fools shallow demagogues take them to be. No one who. heard. the speech or who read it in print, says the Chronicle, unless.a fcol or a. knave, can doubt Booth’s anti-subsidy views.
