SUNDAY, JUL XY 22, 1866.
‘Tue Jouxson, Panty.+The, most. unf.vorable predictions in regard to the course
if President Johnson are berg -faity -verified, and those who stood by-bim, even until
the eleventh bi are Row compelled to
give bin up. ‘The passage of the ConstituVioual Amendments; and their disapproval
by Johnson, his indorsement of the call for
the.Philadelphia Convention, in which Vallandigham, Pérdtéton, and others of like ik,
"-willuunite with late rebels te favor a new
party, mpened’ the eyes of these who still
clung tothe President, and they became
aware that they must either leave him or
be led inte the old copperhead party. With
such an issue, the patriot could not long debate as.te-what course be ought to purade;
The resignation of Cabinet officers and the
ihdorsemient of the Constitutions! Amend
ments proposed yby a: number of Union pupers, which, uotil Jately, adhered to the
Pr , indicate that but little strength
willbe take from the Unren party to build
up the new one. Since the lessons taught hy
the’rebeltion, aod tue fuithlessnees of those
whove duty it: was to maintaio the iotegrity
of the Government, the people do nut cling
60 closely to men as tu measures, and the
saphistry of demegugues or ‘the: power of
patronage are alike powerless to lead them
-out of the right way. Those who are building up the new party have but one object,
, ond that is to sustain the President againat
Congress and the people. Stripping their
movements of all dieguise, their ouly and
avewed. object is to uphold the Executive
in the exercise-of legislative powers, and to
deprive the Representatives of the people of
the power conferred upon them by the people. Alter the war, Johnson assumed a
legislative powerin making luws and regulations for the rebel Stutes and enforcing
them. This was nevessory at the time, for
in the.start uf the rebelliva, State governs
ments were swept away, and after its close,
the necessity of the case demanded that immediate provision be made to restore the
authority of the Government, But when
Congress met, the President's power ceused,
and as questions in regard tv the declaration
of war or the establishment uf peace belonged‘ properly to that body, as upon them
devolved the duty of establishing a Repubjean governmeut apd of legislating fer the
territory .where State governments were
overthrown, the President should have
seconded thé acts of Congress and consed tu
exercise legislative powers, But this he
refused to do, and up to the present hour
he ‘hae been hindering the work of recon«
struction with:all the means at his command. The Philadelphia Conveution is designed for.no vther_purpose-than the ‘buitd= .
ing up of “party, the object of which wiil
be to sustain Johneon in this war against
Congress and the Union party, and in behalf of traitors. The copperheails, who universally indorae the President and unite ia
organizing a ‘new party, will be the controlling element in fixing the policy of the
‘. President's party, aud however their puremay be at first disguised, their hateed. Yor loyalty will be develuped if they.
evet obtaie the power.
