This was nevessory at the time, for in the.start uf the rebelliva, State governs ments were swept away, and after its close, the necessity of the case demanded that immediate provision be made to restore the authority of the Government, But when Congress met, the President's power ceused, and as questions in regard tv the declaration of war or the establishment uf peace belonged‘ properly to that body, as upon them devolved the duty of establishing a Repubjean governmeut apd of legislating fer the territory .where State governments were overthrown, the President should have seconded thé acts of Congress and consed tu exercise legislative powers, But this he refused to do, and up to the present hour he ‘hae been hindering the work of recon« struction with:all the means at his command.
