It is in substance that no deg shall be allowed to-run at large within the city limits except upon certain conditions, namely: “That a license be obtained by the payment of $250 in advanee, and after that is done the City Marshal will provide a brass tag stamped with a number. If the owner fails to get the license it is the duty of Marshal Nihell and officer Scott to take. ‘up,all dogs found running at large, and put them in the city pound and keep them for forty-eight hours.
