After this comes a proviso, deciaring
~ that “no-bid shail-bereceived in which
"fates Yor twenty words or figures exceed
20 cénte for each 500 miles or less, or
five conte for each added five words.”
The bill then provides that after three
months, given for the reception of bids,’
contracts may-be made with com panies
for the term of ten years’ and the re
mainder relates to the details of the
