Congress of March 8th, 1864, which provides that in-tiew of 0 much of the loan authorized by the Act of Match 34, 1863, to _which.this 1s suplementary, the Secretary of the Treasury is authorized te borrow, from. time to time, on the credit of the United: Statas, not exceeding two hundred million dollars during the current fiscs! year, and to prepare and issue therefor Coupon and Registered Bunds of the United States; and all bonds issued under thia Act shall be exempt from taxation by or uuder any State or municipal authority. Subscriptions to theese bonds are received in United States nutes, or notes of National banks. They are tobe redeemed in’ coin, at the pleasure of the Government, at. any period nut less than ten nor mvure than forty years from their date, aod until their redemption five per cent interest will be puid in cuin,on bonds of nut over ove hundred dollars annually, and ob all other bonds semi-annually.
