Fourteenth. In Nevada County, there being more than one precinct jm each district, every voter must apply (personally or in writing) to ho enrolled at the precinct where ho wishes to vote. ' This is necessary in order to avoid crrors which would he-Hable to occur by enrolling withont application transient persons, who in case they should prove not to be qualified, might screen chomeelves from any charge of fraud by alleging that they were enrolled contrary to their wishes.
