The address was the same one delivered at the opening of the State Institute, and recently published throughout the State. TheSuperintendent must think that there are few readers in this locality or that the speech is a very extraordinary one and will bear repetition. _ He took the ground that it. was necessaty in order to secure a good school system to harmonize all the different _ opinions and satisfy “all classes of citisens.
