the crucible crucible test ‘of a great rebellion,
and demonstrated both the homogeneity and permazience of our empire. We
have stood up under a debt that was
hardly ever paralleled, and it ig being

a fourth is trying to avert the same
fate by concession and anges in its
functions..
Just at this instant of change anil
point of both arrival and departure, we
come to the usual decennial enumeration of the country. Its figures, covering the whole term of our troubles, will
enable us to know what our losses and
‘gains have been,” This solid footing of
absolute knowledge 1 will direct our steps
on many in Questions, and. upon
those mightier ones that are heralded
in regular steam transit from Canton to
San Francisco, and from San, Francisco
from Phitadolphia

the slow anitannns of Mexico, and the

made an average popular increase of 34
per cont. each decade. This ratio would
give us 42,000,000 population in 1870}
And thtugh the war interfered with
the increase, it is hardly probable that
we shall fall below 41 000,000, against
38,000,000 returned by the last French
census, ‘and less than 30,000,000 in
Great Britain. If this isso, the rate
will establish 54,000,000 in 1880,more
than 71,000,000 in 1900; and about 95,000,000 for the twentieth century. And
this though our Borders should not. be

prove that the greater power—jreater
in population, in developement of all
sorts, in communication, in ‘wealth and
in prestige—will not attract to itself as
strongly a8 the «less, and that at the
close of the century our population will
not be less than 100,000,000. In 1810 a
calculation of the future growth for the
future decades of the century was made
that has been verified within three hundred ‘thousand on every occasion, and
within less than one hundred thousand
in @ majority of instances. That estimate placed out census at 31,753,824 in
1860; it was 31, 445,089; at 41,328,482 in

Semnigation to Canada; says that the
annual increment to the United States
is 100,000,000 from immigration alone,
and urges the fact as a reason why the
Dominion should struggle for that help
The subject is one that affects our immediate policy and prosperity, but it is
not one to be decided with a few words
atany time. Its result was marked in
ong memoirs of Talleyrand, now soon-to
a ublished, in which he says:
n the side of America Europe must
always have her eyes open, and not furs
nish any pretext for recriminatiou ‘or
sal. America is increasing every
day. She will becomea colossal power
and a moment must arrive when, placed
on more easy communication with Europe by means of new discoveries, she
will wish to say her word in our affairs,
and have a hand in them. Political
pradence, therefore, imposes on governe
ments of the old continent the care of
scrupulously watching that no pretext
shall be offered for such an interven~
tion. The day that America shall plant
her foot in Europe, peace and security
will be banished fora long time.”
These considerations lead to
speculations that can be comprehen

REARRESTED.—A few days since,says
the San Francisco Chronicle,we reported
the arrest of D, Gordan, late editor of
the Petaluma Argus, as a deserter from
the United States Army, and his subse~
quent release. It appears that’Gordon,
during a-druaken spree, exposed himself, and furnished such evidence as
caused bis regrrest, and he is now doing
penance for his imprudenco i in Alcatraz
jail.
Victory Minze.—This mine is situated on Massachusetts Hill, and has
beon.worked during the summer, off
and on, for eight years, the water having’ occasioned intermissions in operas‘
tions. A shaft has been sunk to the
depth of 20 fect, and a dnft run 300
feet onthe ledge, The mine has been
thoroughly prospected and they have a
good, well defined ledge. Considers
able rock has been taken out, which has
averaged $14 to the ton. A whim has
been erected for hoisting, and it is the
intention of the owners to put up steam
machinery soon. The mine is owned
others. So.says the Grass Valley National.

together, the defendant did maliciously
