7 ESDAX MOBNING,MAROH 10. .
ae: AXHS AND SALARiws.—The papers.
below have w great deal to say about
bad management and extravagance in
ng counties. They trace all
the failures of the mines and tle depopulation of townis to the extravagatit adIninistration. and onerous taxation. in
the mining counties. They forget entirely the early history of San Francie.
~ eo finances and overlook the fact that
her prosperity is not owing to either
the low salaries of her officers or the
economy of the administration of her
e municipal” ‘government, but to other
causes. It is. st?ange that with officers
-who are now trying to increase their]
» own pay and asking for places for par“tizan friends, that the Bulletin should
“only think of the office holders from
_ the mines who are looking after the
_ palaries. It is a matter of astonish—
_ ment that the Bulletin should be concerned about the taxation of Nevada
“taxation in. San Francisco which is
three times as great. The Bulletin is
. very: poe like ————e wae send
ia while csitidiinn and-wickedness flourSshesin their very midst.
. The compensation of officers in Nevaares will hear. comparison withcounty saves thousands of dollars a, year
“by the system now in operation, A ta~ ble of salaries published by us on Sunday will show ‘tliat no single offjoc
_. named gets more than.a fair o Sa
tion for his work, Fourteen officers receive in the aggregage $23,215 per year.
These same officers under the old sys_ tem of fees did not cost the county less
han $50,000 feranoum. The smallest
salary paid is that of Superintendent
of Schools which is $600. This is too
Ame ‘to enable any man to give that
attention to the“schools which they .
ought to have, The-salary ought to
‘to be sufficient to warrant the officer
in giving his-whole time to the schools.
_ The largest salary is $3,000, which ali]
will -< eyosgeaa too much to pay a
Z Jndge. The Recorder and
> Clerk cach receive $2,500, besides the
allowance for deputies, which for the
former is $1,500: and for the latter
$1,800. All will agree that these salaHes are not too large, and yet legisla.
tors seem to think so, They propose
to cut néarly all these officers except
_ Superintendent, down to not-more tlian
‘ae hd the expense of running the
-Offices. The injustice ofthis to the
‘county is easily seen as no man well
qualified will agree to take an office
and give his entire time to the county
‘unless well paid. If the proposed fee
bill is. unjust to the officers which we
ae enumerated, how much more un. oo would it be to the Sheriff whose
~tisks in the performances of duty and
: ex penses are very much larger than in
any other office, and who is also called
Upon to perform many duties in which
~he is at heavy expense with only the
— of one Las in case he suc4 ui . it is well

4 by whieh the people may be
from great expense, but in the
mehing they should be careful not
fo go to the othex extreme, and by all
“Means they should provide a» fair com=.
pensation for public officers, thatthe
