NEVADA CITY, CALIFORNIA. —
WEDNESDAY, MARCH 11, 1868.
ROAD MATTERS. —We are indébted
to Mr. White for a copy of his roadbill which is. designed. to establish a
county. It provides for the election of
a Road Overseer. for the:-county at the
same time Presidential Electors are
~ hoses, to hold his office until the next
“@lection for county officers. “ Within
fifteen days after his election the Com~
missioner is required to Jay off and divide the county roads by sections not
‘exceeding three miles.in length. These
are to be numbered and des¢ribed in-e
book to be called the “Road Book of:
Nevada County.” He must specify what
he shall deem necessary for the improvement and repair of public roads,
and after he has completed this work
he must submit his report to the Board
of Supervisors, A majority of the
Board may modify the report and give
their written approval. Five days after, the officer is required to give notice
of a time and place for meetings in the
several townships where the sections
of road for repair or keeping in order
will be sold out to ‘the lowest bidder
for the term of two years, and’ if no
~ public bid is made the Commissioner is
authorized to let a private contract.—
The Commissioner is prohibited from
being interested in any contract. If
contractors shall refuse or neglect to
comply with their agreements within
ten days after notice from the Commissioner, the work may’ be done. and the

the County Treasurer for the amount
due contractors. . The Commissioner—is
required to keep.an account of all sums
due toany and all contractors and the
orders drawn upon the fund, and to
make a quarterly report to the Super~~ “visors of all transactions in his office.—
He is also empowered to inspect and
report upon the condition of toll roads
_ and bridges, and to require owners to
keep them in good order. On failure
80 to do, the Board of Supervisors. are
authorized to suspend the right to collect tolls. :
Ra) To sustain roads, a poll tax of two
dollars is levied upon all male residents
of the county over 21 and under 50
years of age. This tax is to be col' » lected by the Assessor. The receipts
are to be printed and bound and must
be signed by the Auditor and countersigned by the Assessor, and are to be
charged when issued to the Assessor
‘as cash. :
-The bill also provides that the Supervisors shall cause to be made a survey
of all public roads in this county with
maps and field notes, of which three
copies are to be made, one for the Supervisors, another for the Commissioner
and a third for the County Sarveyor.—
The bill also authorizes a property
tax, not exceeding fifteen cents 6n each
one hundréd dollars. The Commission-@ris to be paid six dollars per day for
the time. actually employed upon the
Toads and the Surveyor is allowed
“twelve dollars.per day for surveying’
the roads, These are the main featutes
ofthe bill. It is certainly better than
the present law. When carefully examined by the Nevada-delegation it
tay be necessary to modify it somewhat. We think it would be better to
take away from the Commissioner the
right to draw money from the treasury,
ani require all such orders to be made
_ by the Supervisors.

A Nexpep Law.—Our Legislators
Would do the State a service by passing alaw authorizing Justices of the
Peace to. sentence petit offenders to
work on the public roads in incorporated
towns. Under the present law the
county is bound continually to board}
four or five worthless fellows who are
sentenced to terms of from ten to sixty
. days imprisonment in the county jail.
This class are. averse to work, aad-if
they are not.-permitted to steal they
have no objection to boarding for a
short time inthe county jail. Such
fellows should be put to some use and
a law should be passed for that. purpose. For all offences of this character let the Justices of the Peace be
empowered to sentence offenders to
work on the public roads for such a
term as they are confined ia the county
jail, Such a law would prevent these
offenses to some extent, and when
committed the guilty parties would be
put tosome use. Now the county pays
large sums of money annually to support and keep this class of offenders.
THe Superintendent of an English
workhouse, in order to prepare the boys
in his charge for inspection, scrubbed
their heads, the day before Christmas,
with “blue Ointment.” . The result was
that 80 of them went to the hospital,
and one died. :

government, by the appointment of incompetent and dishonest men to office.

A MAN has been sentenced in Penn~
sylvania to 14 years and 8 months imprisonment on three indictments; and
at the expiration of that time, is ordered
to be sentenced on eight additional indictmenits. :

counties and the Trustees of the city of
Sacramento, it was resolved to buy the
Yolo bridge.
