Talking recently with one of the most distinguished gen. tlemen in the State, says the Missouri Democrat, we were surprised to hear should declare State disfranchisement unconstitutional, those would still reby the United States Constitation.”— This impression has its origin in the fact that in the ten reconstructed States about seventy-five thousand persons in all were excluded fror: suffrage, duriag athe preliminary steps, by the reconstruction acts themselves. Of course when the reconstruction was finished these acts ceased to operate, and in each State the State constitution prescribed the conditions of suffrage. ‘The fourteenth amendment, as any one will observe who reads it, excludes perjured ex officials from holding office, but it excludes nobody from suffrage. To~ day, not a single rebel is excluded froni suffrage by United States authority in structed States, Virginia, Mississippi end Texas, where elections must still be held under the provisions of the reconstruction acts.
