land office, prior to the commencement
of the public sale of the body of land
ia which it is included, and that the
entry or declaratory statement shall in=

occupied by the town, and the title to

-puveyed land, the entry shall in its exterior limit be made in conformity to
the legal subdivisions of the public
_ lands authorized by the Act of the
re fourth of April, one thousand
eight hundred ..d twenty: and where
~-the inhabitants are in number one hundred and less than two hundred, ‘shall
embrace not exceeding® three hundred
—» and twenty acres; and in cases where
the inhabitants of such town are more
than two hundred-and less than~one}
thousand, shall embrace not exceelling
six hundred and forty acres; and where
the number of inhabitants is one thousand and over one thousand, shall em“brace not exceeding twelve hundred
and eighty actes: Provided, That for
each additional one thousand inhabitants, not exceeding five thousand in
all, a farther grant of three hundred and
twenty acres shall be allowed; And
provided further, That in any Territory
in which a land office may not have been
established, declaratory statements as
hereinbetore provided may be filed with
the Surveyor General of the surveying
district in which the lands are situate,
who shall transmit said declaratory
~ statement to the general land office:
And provided further, That any act of
_ said trustees not made in conformity to
* the rules and regulations hervin alluded
the foregoing provisions according to
such regulations as may be prescribed

“provided further, That the provisions of

We find in the National. As tt is a
matter in which all citizens ‘are ‘interested,we give a large portion of it: “The
Board of ‘Trustees ought to decide im~
to extend the limits of the town so as
to correspond with the nearest section
or quarter section lines of the United
States surveys, so that if you do so conclude the corporation may be. éxtended
by legislative act befure we adjourn.
You may, in my opinion, apply only
for your own lands; that is, the lands
on which the town of Grass Valley, as
is now incorporated, is situated: provided, That you take it so as to ran by
the nearest section, quarter section and
40 acre tract lines; or you might be
entitled to claim # large tract surround+ing the town including Boston. Ravine
and Hill’s Flat to the total amount of
2,500 acres of « basis of 5,000 popula~
tion, equal to four square miles. I
‘merely state this as the allowance of
the law, for the people of Boston Ravine,
Union Hill, Ophir Hill, Hill’s Flat, Horeka and.all other towns having a population of 100 inhabitants may claim
their-own town tite of 320 acres. I
would call your attention to the fact
that. whatever amount of land you
choose to claiin as a town site, it must
be taken. in. legal subdivisions of the
‘United States surveys, if not less’ than
40 acre tracts adjoining each other. You
can easily see that the regular town
lines are not put down cn the United
States map—thdy ‘never looked for any
town lines as defined by the Legislature
and shown By the posts; that being a
matter of indifference to the United
States Land Surveyors, but they took in
Boston Ravine and a}l suburbs of Grass
Valley. proper, and marked it on the
map as oné town, You have to deter—
mine hew much land you will claim as
an incorporated town, and in so doing I
have no doubt that you can go outside
of your corporate lines, certainly so far
as to reach the proper section and quar
ter section. lines, and as to how far you
should go, yourselves and the people
outside can best decide. There is no
doubt that the people outside of the
present corporation Timits can thus obtain a title to their lands by purchase
from the town, and yet th y would not
necessarily have-the-¢ rcporation extended over them.” \ ith a change of
names and locality the remarks of the
Judgé will apply as well to Nevada as
to Grass Valley,
Wisconsin has paid more than $24,000 for bounties on wild animals under
a recent law. Wild cats are the most
common.
THE postal bill now going through
the Canadian Parliament, makes prepayment optional, with an extra cost
of two cents per letter if it is not done.

THE steamer now overdue from Panama, had not arrived in San Francisco
up to yesterday noon.
Tv is stated that the San Francisco
Board of Education has determined to
sell the Lincoln School-building. This
isthe finest edifice of the kind west, of
the Mississippi. ‘The people of San
Francisco should kick the present Béard
out of office, and select men fit to manage their schools.
