who have property, which under the
rule is now subject to taxation. The
revenue system as it now stands, will
do much to discourage development,
by increasing taxation upon all improvements ofa permanent characteramen those whasse si by

whole system. should be revolationized at the next Legislature, and one
adopted by which a man may be-taxed on his assets, after deducting his
liability, A solvent debt ought to be
taxed inthe hands of the ereditor,
and. deducted from the valuation of
the debtor. A man who has a house,
farm or mine, worth $20,000, upon
which he owes $10,000, should be
taxed for $10,009 only, while ‘his
creditor, who is secured in his money
by the property, should be taxed the
other half of the value. Property
should be taxed to the owner for just
what he could realize upon it above
-his liabilities as owner, and a system
that will secure this ‘result, and
which may be enforced ‘by penalties,
is just what is demanded in this State,
Capital can never’ be secured for
Building manufactories, railroads,
and improving farms and mines in
this State, so long as in these works
it is heavily taxed, while in the hands
‘of the money lender it ia worth from
ten to twenty-four per cent., and
neither the capital or its gains are
subject to taxation. The whole tendency Of the présent system: is to
make all who have money keep it
for purposes of lending. Rates, it is
“true, may be somewhat reduced, but
their taxes correspondingly increased
to make up the deficiency in the
revenue, and thus it is the burdens
of supporting the government fall

In view of the recent decision of
the Sapreme Court in the tax cases,
the State Board of Equalization haa
issued the following noticé to all Assessors, enjoining them to omit from
