A man who has a house, farm or mine, worth $20,000, upon which he owes $10,000, should be taxed for $10,009 only, while ‘his creditor, who is secured in his money by the property, should be taxed the other half of the value. Property should be taxed to the owner for just what he could realize upon it above -his liabilities as owner, and a system that will secure this ‘result, and which may be enforced ‘by penalties, is just what is demanded in this State, Capital can never’ be secured for Building manufactories, railroads, and improving farms and mines in this State, so long as in these works it is heavily taxed, while in the hands ‘of the money lender it ia worth from ten to twenty-four per cent., and neither the capital or its gains are subject to taxation.
