‘THe Democracy AND THE Bonp
States bonds from taxation has been one
of the great grievanves upon which the
Democratic party has harped. The
leaders of that party have declared that
the capitalists held these bonds and that
the poor ‘people of the contitry have
‘ been oppressed by taxation while these
bonds are exempt.” Passing over the
fact that the pledge not to tak these
bonds is a sacred obligation which the
government has assumed and the addi¢ional. fact that their exemption is in
part the inducement upon which the
money was loaned the government, let
us enquire who are the bondholders.—
The city of New York with its’ mony
princes and mixed population isa proper field for this inquiry. The New York
Evening: Post says that “after careful
inquiry, it is ascertained that out of
five of the richest men in New York
City only two are holders of United
_ Btates bonds, and this only to a very
inconsiderable amount, and that among
those who return incomes of over one . _
hundred thousand dollars in New York
and Brooklyn, about the same relative
proportion of bond holders exists. On
the other hand, the saving banks of
New York hold forty-nine millions of
,, Rondsas investments for the funds of
their depositors, the interest of which,
deducting the expenses of the banks, is
paid to 483,501 of the laboring men and
women of New York semi-annually. Of
the: several classes whose money is
thus invested, the largest in numbers .
are, first, domestic ; second, laborers ;
third, seamstresses : fourth, clerks ;
fifth, tailors; sixth, waiters ; seventh,
cartmen. A'list of the occupations of
those who receive the dividends of the
5-20 bonds, taken. from one of the say-.
ing banks of the city, shows that all
the trades are represented. The life
insurance companies of’New York hold
twenty millions of the bonds, as security for the persons, in all parts of the
country, who hold their policies, and
the fire insurance companies hold fortysix millions as security for their customers. Avery large sum is held in

of widows and orphans under order of
the courts. Three hundred millions
are held by the National banks as security for their bill holders.”
From these statements, which cannot
be controyerted, it will be seen that the
poor and not the rich are the holders of
bends, and that any form of repudiation
would fall more heavily upon them.—
Every blow aimed at the national credit or designed to break the national
pledges is aimed at the industrial classes who hold these bonds in small
amounts. It is therefore the height of
folly for men to pretend that the rich
will only be affected by repudiation.—
‘The national honor cannot be affected .
without striking a severe blow against
the industrial interests of the country,
because the national promises are the
only security which laboring men hold
for the little earnings which they have
laid up as a reward fdr toil. Every man
should therefore stand by the party
pledged to redeem every obligation of
the government.
