« After publishing ‘articles assailing
Senator Sargent for sharing in the
poils of ceftain povy contractors,
ind seeking to create the impression
that be had-grown rich by illicit
neans, the “8. F. Chronicle’’ of the
6th declares ‘he (Sargent) is re“ponsible for the appointment and
stention. in office of most. of the
—fficials-implicated._He-is not, so
ar, accused of sharing their plunder;
at it wilt. be niost difficult for
im and. his friends to. convince
he public that he was ignorant
"their malversatiops.”” So the
“Ghronicle” at-last gays ic bas -not
accused Sargent of sharing the plunjax? “This witl be a surprise to those

Juctant admission, at lust, of what
the whole State believes. . Perhaps
this change of base arises from tffe
fact that the “‘S. F, Call’ his jgst
published a statement of J.O. Hanscom, the principal navy contractor,
in which be says be ‘‘has but slight
acquaintance with Mr. Sargent.’
He further says:
“J met Mr, Carr. but once,
nnd that on the street. P.ge,
I should vot know him if I
met him. Gorham I may have seen
I do not believe
that Sargent had any connection with
Mare Island uffuirs, knew anything
nbout the details, or had any idea of
any ofthe transactions, I have no
reason to be friendly or inimical to
him. A notorious newspaper in
this city states that ‘ta species of
negotiable paper, authorized and
panctioned by Secretary Robeson, was
_jssned for the benefit of Montagnie,
Hanscom, aud Jordan.’’ No -such
aper was ever authorized by the
Basratary of the Nuvy at all. As far
as I know Robéson never knew avything of itin any shape or manner.
Agpin, it is said that ‘‘Montognie and
pscom bad arrangements with the
heads ofthe Departments: at Washington to furnish material fora corresponding amount, as they seemed
to run the Navy Yard atMare I-lund,
Lam certain that no such arrangements were made with the Depuartment, as they kuew nothing about
the certificates. -Montagnie and
myself were never purtners in any
business transictions, As regards
the certificates, 1 uamber fora very
large amount were issued without my
__ knowledge and without my name appearing thereon in apy way, Io all
my transactions with Navy Yard of.
ficers, I acted asdegitimately and as
honestly as all business men. I ‘puf
in my bids with other men, and if
they were the lowest I received the
coutrasts.If sufficient materials are
not contracted for, the balance is
bought in open market, and any influence I might have with the Paymaster in this respect I used legitimately and ina bosiness like manuer.
There bas been nu change for. the
lasttwenty yours in the system of
urchasing by the Government.
Beery man hasa chance to bid for
the contract. I never delivered any
engines to any Government ship,
nor have I ever bad anything to do
with them. I never had anything
to do with the iron plating transactions, As regargstbe Thiers pump,
‘ I was simply au agent of the pariies
in New York. The pumps were
manufactured here, and I only had
transactions in reference tothree of
‘hem.. As regards the file cuntracts,
the bids were sent to Washington, and
the first party failing on Lis contract,
and I beingibe seound bidder, the
supply feli tome. All my bills are
in regular order, and can be seen in
the proper Department. ‘Lhey had
to pass through some 52 or 53 hands
in the.routine of red tape. The
whole affair bus been started partly”
to help Pinuey, and parly for political reasons und to injure certain
men. Pinney has ackouwledged to
me that be bas made misrepresenta-tiona and mistakes, and bas prowised to earrect them, so you hadbetter see him,” :
‘ WHAT PINNEY SAID.
To the Cull reporter Pinney said it
Was true that there were afew pointe
ia his statement that bad inadvertently been misrepresented, owing,
perhaps to the manverin which he
had written it; bat as be only wished
totell the truth in all matters, he
would distinctly say that Hanscom's
* transactions with the Navy Yard in
furnishing supplies during the time
he was clerk were uli regular, and the
prices . were reasovable, and they
were bever over-charged. ‘*My statement was written Ly me some six
months age when things looked dif“erently to what they do now.”
Here is the Chronicle's logic:
“If nt did not know of the
use and Mint irregularispecial agent Phillips and Geurge . M. Pinney, he was
short of hisduty usa Seuater and
the sponser of Sbunnon and La
Grange. If be did kuow and conale? them, be is pot less gaily
morally and politically thun the Col‘. .and found to be: false, Pinney then
jor removal, But suppose. is equally good in’ the latt r case,
lector and Superintendent, He can
nor nee of his duty or to take the
sharper born of the dilemma,”
' "‘Pirst; mo Custom House irregularities: have ‘eon pointed out by
the Chnonicle. It is stated by .its
own dispatch from Washington that
the charges against La Grange. were
rigidly investigated several years ago
testifying to La Grange’s innocence.
Further, Sargent never recommended either the appointment or retention of La Grange. He was appointed in 1868, before Sargent was in
Conzress," and bis office does not
expire except by deatb, pei
had recommended him, and every
officer in the State;—would that put
him in the dilemma that the Chronicle suggests? “ We will give au illustration from the recent history of
the State. Purroct & Oo., ; bunkers
at San Franeisco, had a clerk named
Van Mebr, whom they had trusted for.
years, unfil he ran sway with a
prostitute, after robbing _-his_employers of thousands of dellirs. He
is.now in San Quentin, “ By the
Chronicle's logic, if Parrott & Co,
ularities, they were short of their
duty’? as bankers; if they ‘did
kuow and concealed them, they were
no less guilty,” ete, Thé reasoning
with the additional consideration
that Van Mehr wag uader the immediate eye of Purrott & Go., in their
own establishment, and was ove of
very few employees, while bargent
is most of the time three thousand
wile» away, with no particular duty
of supervision, and the Government
employes number hundreds. -. Is
there any doubt that Parrott & Co.
would have récommended their confidential-clerk for sny place and tu
any person before lie ran away? If
they had done so, would they have
been criminal for doing it, becruse
ho afterwards proved a. scoundrel?
Would that act of* theirs, innocently
done, be a reason for accusing them
for weeks of, ull the crimes of the
man they recommended? . But Mr.
Sargent can stand the inforentiai
responsibility. of having erredin
recommending oue or two bad men,
if they are “such, out of hundreds
of good ones, whep his chief maligner testifies that he is not accused
of sharing in ill-gotten gains, and
backs out of iis previous assertions
to that effect.

Big Blast.
The Milton Mining Company, put
‘off a big blast in the Manzanita
Claims, at Sweetland, on Sandiy
last, ‘They used five tonsof the new
Judson powder and those who sw it,
acknowledged it-to.bethe most suc-cessiul blast ever put off in that part
of the connty. It was placed in a
feet—-75 feet each way, and it broke
the ground fully eighty feet beyond
the powderline, ‘Lhe agent of the
“Giant and Jucson Powder, O. W.
“White assisted in arranging the blast
and of course he was a8-much pleased with the effective work the powder
did as were the ownersof the claims.
We understand a blast of about four
tons will be put off in the North,
‘Bloomfield Gravel Mining Co’s
claim and they willuse the Judscn
powder -as_it does its work most
thoroughly.
