The House committee on public lands has agreed upon a bill to repeal the pre-emption and timber culture acts, and to amend the homestead laws. The amendment determined upon provides that every homestead applicant shall make final proof by two ereditable witnesses of continuous residence upon and cultivation or permanent improvement of his claim for four consecutive years next suc‘geeding its entry. The proof shall be in duplicate, one aet to be filed in it. its animotity to “foreigners” who own mining property ‘‘has reference to Americans or Englishmen not. living in California;” but still we do not see why such persons should not be as much entitled to assert what they consider their legal rights as Edward Woodruff or the ‘‘Unknown” whom they have in training to enact the role of plaintiff in the new and all embracing suit. Like Woodruff, many non-resident mine owners once lived here, and like him made money in the mines. Woodruff only got a little of the dirt he stirred up, and that did him more good than harm. pf SOME VERY ODD FELLOWS. vee e-psate ge After the corner stone waa deposited in its place last Wednesday in Sap Francisco, several persons in regalia commenced chipping the massive granite block until there was danger of its demolition. Hart, late Attorney General, are urging him as a leading counsel in the anti-mining litigation, Hart wae principally noted for his official raid cn the miners, by using his position to bring the Gold Run and Miocene eases in the name of the State. He fought those cases with more zeal than discretion, and his promotioa would be a great injustice to older counsel ;but toat is not our affair, and we hope the best man may win in the struggle for the anti-debris sacd.
