TRE BULLETIN’S FRANCHISE.
Now that the Supreme Court has
decided that a franchise can be assessed, and the Assessor of San Francisco has decided to assess all fran: -ehises, we hope he will not overlook
the Boss Tax Howler, the Bulletin.
This institution could not be bought
for less than $150,000, but heretofore
has been assessed in the neighborhood of $15,000. If the value of a
franchise is the difference between
the value of the property ‘of the corporation and the selling price of the
capital stock, as decided in the
Spring Valley Water case, it follows
that the Bulletin should be assessed
‘and pay taxes on a $135,000 fran————
Georer DonnELLy, a twelve-yearold buccaneer, deserted his home in
San Francisco about three weeks

“wound was not fatal. His neck was
broken by the fall, and the struggle
lasted but an instant.
A MAN named Thomas Moore was
struck on the head with-a-beer glass
at Winnemucca, on the 15th, by Joseph Pergue, a hard character.
Moore died next morning, and an
autopsy showed that his skull was
fractured by the blow. Pergue was
arrested and is now in jail, He was
driven out of several camps in this
State, and has a bad reputation.

The Mining Press gives an interUnited States of Colombia. The
contrivance of the native for keeping
himeelf at the bottom of a pool while
engaged in collecting the detritus
and sand from. among the bowlders
and out of the crevices in the formation, is very rude but effective. It
isas follows : He selects an oblong
quadrangular stone, weighing ten or
twelve pounds. One side of this he.
makes concave, to be adapted to the
nape of the neck, and then about it
works a netting. To this is attached a broad, flexible hand of tough
bark by both of its ends, and of such
a length as to be slipped readily over
far as the forehead, while the stone
is resting on the nape of tle neck.
With the stone thus arranged upon
his neck, and armed with the almocafre and batea, he is prepared for
work,
Tle almocafre is a peculiar tool.
The blade has a semi-eliptical shape,
is about nine inches long and two
inches broad at its base, with a gradual taper to the point, -which—is
blunt. The shank, which is in direct line with the long axis of the
instrument, is cylindrical and re-'
ceives a handle about eight inches in
length, With this implement, which
is made of tough well-tempered steel,
the gold seeker scrapes and digs
among the holders in the streams,
and in the cracks and crevices of the
strata everywhere.
Being prepared with this, the ‘‘batea” and the stone, the miner. cautiously wades to that depth where
he can retain his foothold, with his
head above the water ; then, throwing himself forward into the water,
the weight of the stone bears his
head downward into the pool. At
the bottom he secures the batea stationary, by putting a stone into it ;
and then grouping about with the
‘talmocafre” in hand, he scrapes together the auriferous sand and fills
the batea,
Before the batea is loaded, the
diver is compelled, perhaps several’
times, to rise to the surface for fresh
air, and this he does by slipping the
band from his forehead and casting
off the stone. After rising to the
surface he swims to the place where
he can gain a foothold as before, and}
then drawing towards him the stone,
by means of a cord attached to it, he
replaces it Oh bis neck, and after he
is sufficiently refreshed dives in the
same manner. The batea is necessarily always retained where the depth
of the water, is not greater than the
diver’s hight, as it would be otherwise impossible for him to raise the
batea full of sand. By this rade and
tedious management does the gold
of pools, which have not generally a
greater depth than his own hight.
In tuis country this. kind of gold
mining has been done by dredges
aod vaccuum pumps; but our system
has the disadvantage of nut yetiing
any gold though more san. aad° water is raised. At least that has been
be experience so tar.
