Contrary to the popular opinion, poltical tidal waves dofifot always bring relief to taxpayers. This fact is illustrated by the experience of New York State during the last three years. In 1881 the rate was 2.14 mills; in 1882 2.45 mills, and this year it is 3.25 mills. The Mail and Express says this is not a happy illustration of the so-called tidal wave of reform.
