Board of Supervisors, and the following are
the bids considered: Dr. Hunt offered to
keep the patients for two_years, providing
them with medical attendance, food, clothing,&e., the same as heretofore, for 70 cents
per day. Dr. Davis’ bid reads as_follows : .
‘To the Honorable Board of Supervisors of
‘Nevada County—-Sirs: The undersigned, a
practicing physician of said county, hereby
offers to take charge of the Nevada County
. Hospital, treat the indigent sick, furnish
all supplies of food, medicine, etc., as at
present arranged, for the sum of sixty-seven
ents per day for each patient for the term
of one year or two-years, and forthe. faithful performance of such duties, will give good
and sufficientsecurity. Respectfully, Henry Davis.” After a full discussion of the.
matter the contract was awarded to Dr.
Hunt, Supervisor Hussey dissenting at the,
time, but refused to have it so appear. upon the records, The Grand Jury being in
session; Dr. H. Dayis was appointed Chairman of the Hospital Committee, and the
report will be found in another column of

the contract to Dr. Hunt. Mr. “Monro
stated that he believed it was the best bid
for the county, and further, that the Board
learned from good authority that Dr. H. [
Davis HAD NO DIPLOMA, and was not a graduste of any college of medicine. .Dr. H.
Davis came to his feet very promptly, and
replied that Dr. Hunt had nodiploma when
he first took the contract for keeping the
county. patients, ind (of course Dr. Davis

violating a plain law. Monro replied that
he was not.answerable for what happened
then, not being on the Board at that time.
Dr. Davis did not state whether he held a
diploma or ndt ;if he had. one, he would
probably have so stated. “The following is
the law bearing upon that point, and the
manner of éniploying a physician :
Sec. 3:° The Board of Supervi shall
“employ such medical aid for the proper
treatment and care of: the indigent sick, as
may in their tbe required, and
shall fix the compensation for the same.

The law is perfectly clear, and eusceptibid of no doubtful construction. It does
notrequire a contract to be let or bids to
be taken. The Board, instead of receiving
bids for the care.of the indigent sick, might
have appointed @ physician and fixed his
compensation, either at so much per day or
in a specified snm..Mr. Newell, President
of the Board, stated before the Grand Jury
that he believed'the contract let was to the
best interests of the county.
City Matters. :
The Board of Trustees met last evening
to receive the reports of the several city
offleers, and turn the business over to their
successdrs in office. From the financial report submitted, we make up the following
