addressed: a copperhead assemblage in San
Francisco, in a. speech as treasonable as
anything -whieh—his had_its origin in the .
Southern Confederacy. 1f Chipman’s speech
had been made by some low fellow. crazed
with quuor, we doubt not that orders would
have been immediately isstied: for his arrest
by the wilitary suthorities oa this coast. —
If there was any necessity for placig the
poor drunkard William Dwyer, under irrest .
for cheering for Jeff. Davis, Chipman des
serves greater punishment—but he fs ufimo‘Yeated. When will wehave a set of officers on this coast who will perform their
duties without fear or favor? When are
these men to be taught that “freedom of,
speech” is ot Tiveriae for treason?
We are now endeavoring by arts to waintain the rights.of ‘the Government mi the
