THE TENURE ov Orrick Law.

_ Whatever may be said of ‘this law by
politicians, it is correct in principle and
in accordance with the opinions held
by many of the leading statesmen of
the country. It is based upon the theory that the appdinting power being a
concurrent one, the power to remove
should be the same. Such were the
opinions of Webster, Monroe and others of equal prominence. The modern
Democratic theory, that “To the victors
belong the spoils” is almost-as dangerous to the country as those other Demgeratic heresies which give a State the
right to withdraw from the Union at
pleasure and confer upon the Executive

and only two or three witnesses will be
called for the defense to show character.

Webster was decéived and Jackson
_failed to carry out his fair promises and
originated the system of rotation in office, which has ever since cursed the
country. The Tenure of Office Law
now comes in, removes this great ovil,
and. provides that. removals may only
be made for cause. Good men who
hold offices may have the independence
to express their true sentiments on
questions of public importance without
the fear of removal, and the occupation
of the great army of office seekers who
now swarm to Washington at every
change of Administration will be gone.
We hope that the Tenure of Office Law
will continue in force ever after the immediate necessity for it is passed.

to affiliate with that of America; the
Order in Australia had been organized
‘on the English plan, known as the
Manchester Unity. The mission has
been a complete success. The same
working has been adopted and 4,000
members are now in affiliation with the
American Odd Fellows,

THR “Sweetwater Infatuation” has
broken out violently in Idaho, and nowhere more so than among the farmers
of Boise Valley. Nearly every day little
equads of mules and packs are wending
their way eastward, Ask where they
are going, and the answer is—“Sweetwater!” The Boise Statesman says.

CONFIDENCE IN ‘THE RESULT.—Congressman Higby, who represents this .
district, says, in a private letter dated
April 18th, that he has full confidence
that the Impeachment Court will find
the President guilty and depose him—
all of which willbe a blessing to the,
nation.
On the first instant, George 8. Evans,
late Adjutant General of the State of
California, vacated the office. to give
place to James H. Allen, appointed by
Governor Haight. Wm. W. Elliott, of
San Francisco, has been appointed by
General Allen as Assistant Adjutant
General, vice W. L. Ustick.

. of observations and from the testimony
of reliable men, the following is about
the average growth in twelve years of
the leading desirable varieties, when
planted in belts and groves and cultivated: White Maple, one foot in diameter
and thirty feet high; Ash Maple, one
foot in diameter and twenty feet high ;
Willow, yellow, one foot and a half in
diameter and thirty feet high; Lom
bardy Poplar, ten inches in diameter
and forty feet high; Blue and White
Ash, ten inches in diameter and twenty
feet high; Chesnuts, ten inches in
diameter and twenty feet high; Black
Walnut and Butternut, ten inches in
diameter and twenty feet high; Elm,
ten inches in diameter and twenty-five
feet high; the different varicties of
Evergreens will make an average
growth of from eighteen to twenty

Your Committee to whom was assigned the duty of examining into the affairs of the County Hospital beg leave
to report as follows:
We found the beds and bedding neat
and scrupulously ciean and the inmates
well and comfortably clothed. We enquired of many of them it anything further could be done tor their personal
comfort or physical improvement. They
were unanimous in the expression that
the County Physician was doing everything possible for them. We examined the food furnished the patients and
found it all that could be desired and
in ample quantities: The kitchen and
larder and‘in fact the whole ¢stablishment is a model of cleanliness‘and good
order. The Hospital and grounds have
an ample supply of water. Nuring the
last year shade and fruit trees have been
planted, which, in five years will add
greatly to the external appearance and
comfort. In conclusion we would say
that the Hospital and its management
reflect credit on the county.

Damon for grand larceny, Robert Tyler
for rape, Ah Ben and Ah Chee for burglary, Wm. Holbrook for assault with
named defendants were ordered to _appear for arraignment to-morrow at 10
o'clock. The bills. against Thos. MeFate and Thos. Anderson were ignored,
. and defendants discharged from custodyCunningham vs, Wells, Fargo & Co.
Appeal dismissed. :
HEAVY SALE.—Dibble & Byrne have
sold a one-sixth interest in the Allison
Ranch mine for $10,000 to A. E. Davis.
The deed contained $15 worth of revenue stamps.
A Lock Up,—The Board of _Supervisors have appropriated $100 to build
a“lock up” or “branch jail” at Coburn’s
Station, when the citizens of that town
shall contribute a like amount for the
same purpose.
