ES WASHINGTON LETTER. — The Sherman Beom—Tariff Debate—And Other Interesting News. — Wasuineron, April 2rd, 1888. Eprror Traxscrrrt—Senator Sher-. man’s boom has been making rapid headway for the past few days, and his friends are now predicting his nomination on the first ballot. _ They claim that he is already sure of 312 votes out of the 411 necessary to nomination. Representative McKinley, who has just returned from Ohio, is very enthusiastic over Mr. Sherman’s prospect of receiving the nomination, which he considers as absolutely sure. He says the endorsement of Mr. Sherman by the Obio convention was not merely formal. It was earnest, and they meant it. They were enthusiastic of their support of Sherman, and no’ to_put_up his head in the convention. He says further, that there was no foundation whatever for the talk of Sherman’s indorsement being lukewarn and the result of great labor. Mr. McKinley thinks that Mr. Sherman will make the strongest possible candidate. The tariff debate which was begun in the House of Representatives last Tuesday seems to have the offect of putting the members of that body to work. They have since then passed the Indian and Pension appropriation bills and devoted one day to the consideration of the River and Harbor bill. Tomorrow the tariff debate is to be resumed, and it will probably be kept up with short intermissions for at least two months. If the Mills bill was to be voted on at once it would probably be defeated by a very small majority, but what will happen after two months of “chinning’’-I am not . prepared to guess. The Senate is away ahead of the House in the amount of work so far preformed during the present session. The Senate has passed 831 bills while the House has passed only 425. Quite a number of republican Senators went to New York to attend the year. The bill providing for it and instructing the President to request the Governments of the republics of Mexral, Sweetland, North Bloomfield, Moore’s . 93 man opposing him would have dared . funeral of ex-Senator Conkling. The Fisheries treaty will be rejected. The Senate will spend a -portion of this week discussing it behind closed doots, and its formal rejection will probably take place before the end of the week. Hon. D. 8. Henderson of lowa during the debate in the House on the pension appropriation pill, took occasion to pay his respects to Commissioner of Pensions; Black and his methods. Mr. Henderson, in speaking of the administration of the Mexjcan Pension Law by the Pension Office, said: ‘‘So rapid is the Pension Bereau in recognizing claims under this faw, that pensions are allowed before even 2 claim is put in, and cirtificates are issued when the beneficiary did not know he was a claimant.” In proof of this assertion, he sent to the clerks’ desk, and had read: an article _ in a Chicago paper to the effect that the Commissioner on Pensions bad ordered a pension sent to Col. E. R. Morrison, notwithstanding that he was informed that Col. Morrison’s name was not on the list of applicants.
