a « provisions of the municipal bill Nevada Daly ‘Traneript, ‘ammeter Tenis County ‘Oficial Press. “WEDNESDAY, NOV. 21, 1883. —_—— DO OUR PEOPLE WANT IT? In all probability, the question as to whetlier our people desire to have their city administration continue under the charter as now, or whether they. prefer to be governed under the adopted at the last’ session of the Legislature, will soon come up for discussion. In order to have the mattersubmitted to the voters for ‘their determination, a petition signed by one-fifth of those who participated in the last election must in March next be presented to the Trustees now serving, and they must order an election on the subject to be held in connection with, the general election in May. Under the new municipal bill Nevada City would be an incorporation of the 5th class, including'those communities which number from. 3,000 to 10,000. The officers would be five Trustees; a Board of Edacation of five members; a Recorder who _shall be jadge of a Recorder’s Court, have jurisdiction concurrently. with justice courts of criminal and civil proceedings arising within the city limit, and beallowed therefor su zh fees as are justices of the peace for similar services; then there would also be a Treasurer, Assessor and Morshal, all elective; and if a free library or reading room existed in the vity five Trustees would be by the Board of City Trustees appointed therefor, The Board would also appoint a Clerk and City Attorney. The City Trustees and members of the Board of Education would be elected for four years, the other officers for two. The Trustees would receive @ salary only when acting as members of the Board of Kqualization, The salaries of the other officers would be fixed by the Trustees, There could be imposed on every male inhabitant between 21 and 60 years of age an annual poli tax not exceeding $2 and no other road tax could be collected inside the city limits. The property tax would be apportioned thus: General Fund, not exceeding 40 cents on each $100; . Street Fand, not exceeding 30 cents; School Fund, not exceeding 20 cents; Sewer Fund, not exceeding 10 cents. The levy for all purposes for any year could not exceed one dollar on each $100 of the assessed value. It does not appear, as be the’ as we have examined the question, that it . would cost more to operate the city under the new bill than it now costs, At Wimeoa Qolusa county, Monday, a fire broke out in Mrs, Rickey’s millinery store and was soon burned down and with. it all the buildings on that row, embracing Dr. Rickey’s office, Dr. Crowder’s office, the Postoffice, P. B. Chamber lain’s store, Fish Brothers’ drug store, Crutcher and Manors’ general store, Pedro’s barber shop, Hewett's boarding house, Mrs. Duncan's dwelling, Mehl & Lutz’ shoe store, Mra Druffield’s millinery atore, Classen’s saloon, Justice Miller’s office Kimball's tin-shop, and Mrs. Long’s dwelling: The loas is not far frem $50,000 WE notice in-an exchange a poem by Jean Ingelow, entitled ‘Gone Over.” We have not read it but presume it to have been written on a Democrat whe has gone over from Butler to Robinson.
