The time is fast approaching when the
leaders of the rebellion in the South will be
punished for their crimes by the people of

people acquiesced, but when they felt the

When-the scales begin to full from the eyes
of the people of the rebel States, there will
be no nécessity fur loyal men to. build galjowa-for Jeff. Davis and the wicked men
-who have stood by him, while he urged the
people on to ruin end madness. It is true
thatthe leaders of rebellion were followed
by the masses, but that will only make therr
hatred more intense. Late converts from a
wicked cause are always more enthusiastic
and also more violent; and in “attempting to
direct and.control the, popular wilh of the
South, Davis and his érew are treading near
the crater of s volcano, which is svon to
burst terth, énveloping them in ruin. Let
those who doubt the truth of this look back
for 4 few years upon the history of the Bor+
der States. See how the love for the South
and its institutions at the first approach of
the storm would have-drawn Maryland, Ken.tucky and Missouri irto the maelstrom, bad
not the strong arm of the National Govern.
ment kept them back. How closely those
States clung to slavery then. In four years
the institution has become extinct in one of
those States and hated in the others. Rebels are detested and a love for the -good old
Government has sprung up, as earnest: and
true as can be found anywheré. Louisiana
also, has been redeemed from the thraldom
of the rebel leaders,and her people have
awakened to a sense of duty and are taking
decided grounds against treason. She was
once the most bitter defender of slavery and
the Confederate Government. Butler's ads
winistration broke the spell that bound her
people, and now she is coming back to her
allegiance and has already taken steps to
furnish a gallows for Slidell, Benjamin and
others of her traitorous sons. The follow
ing resoulutions were pruposed in the State
Legislature of Louisiana, on the 12th of Gc«
tober, and wade the special order for the
WHEREAS, The so-called Confederate
Government has, by unjust und aud arbitrary
conscription laws, im the most brutal and
cruel manner; dragged from their homes and
families thousands of our truly loyal citizens,
and forced them into their armies, thereby
» exercising a tyranny auch as the world has
never before witnessed,
Be it therefore Resolved, That the Governor of thie State be requested and instructed
tv issue bis proclamation ot amnesty, extend:
jug pardon to all the citizens of this State
under the grade of Colonel, now serving iti
the ranks of the so-called Confederate ariny,
rovided they avail themselves of the privite within ~~ days, and upon their taking
the outh of allegiance to the State of Louisjana and to the United’ States, and that this
pardon shall extend both tu. person aud property. >

The people of the South, misguided and
deceived as they ha¥e been; led by Jeff Das .

love-and honor the Government they attempted to destroy. “ The trials, the privations,
the suffering and the blood shed in the ua~
holy war by the people of the South, will
make them cling to the Uniwa with greater
love. They will look upon the’ prosperous
and happy homes, the smiling fields; and
the bright. prospects of the South before
the war, and then looking upon the desomade graves, all sacrifices: to the mad ainbition of a few men; %

IMPROVEMENTS.—W orkmen are engaged
in building a sidewalk in front of the county
property on Pine street. The rains will
soon be upoit ue and the new sidewalk will
then be. needed. z

while out on a hunting excursion from San
Francisco,-had one of his fingers shot off by
the accidental discharge of his gun.

was var sixth Chief Justice. His predeces-~
sore were: Johu Jay of New York, who was
appointed in 1789, resigned in 1795, and died
in 1829, in his 84th year; Jobn Rutledge of
South Carolina, appuinted in 1795, but never
confirmed, and who died in 1800, in his Glat
year; William Cushing of Massachusetts,
who held his commission but a. wéek, and
then returned it to President Washington,
and died in 1810, in big 78th year ; Oliver
Ellaworth of Connecticut, appointed in 1896,
resigned in 1800;-and ‘died in 1807, in his
63d year; and John Marshall of Virguia,
appointed Jan. 31, 1801, and died July 6,
1335, in his 80th years Chief Justice Rutledge failed of confirmation because of the
total furlure of his health, whieh rendered
him Gnfit for service. .

BUFFALO, 30th-—Brig. Gen. Barry, chief
of artillery, Sherman’s corpa, arrived yes
terday, seriously ill. He left on the 12th at
Kingston. He says Sherman has every suldier he wants. “Men all recejved eight
inenths pay and outfit, and-are adapted for
hard, rapid winter campaign, . The morale
of cur troops is unequalled. The genius
and vigor of Sherman will carry our army
through its work*triumphantly.
