necessary qualification, and would
efforts and plans tending in this di“rection. Already the Constitution
of the United States containing a
number of restrictions and regulations in regard to voters, aye,” birth,
naturalization, conduct, &e., are to
be considered in allowing the privilege of franchise, and race, and color
and previous condition of sefvitude,

the way of its exercise. It is perfectly competent therefere for Conxress to make another restriction,
and this it should be petitioned todo
until the change is made, and every
one who votes a ticket should be
able to read for-_himself the names
of the men for whom be is voting
