foroibly ioapressed than ever of the

works on the Rio Grando frontier of
the United statey. It would require
no keen perception to enuvle a seeker
after facts to understand that the facilities which Mr, Maxey bas ebjoyed
through an extended residence in a
territory coptiguous to the scene referred to, and which bas given him
the advantiges of personal observution, eminently fit him for sugyesting some remiedy for the chronic antagonism to fixed institutions which
seems t» be a purtand parcel] of every
Mexican's characteristics,
The experience of our Guvernment
with these people jbas been of a peculiar nutare. For instance, we read
some three or four months since of 9

extradition treaty. This is only one
of many similar instances where our
struight-haired neighbors have taken
vceasion to manifest their supreme
.contempt for Uncle Sam's power.
Bot until receiving information of
the issuance of his last order, we had
regarded President Diaz as anxious,
for the sake of policy, if nothing
more, to maintain a compurative
ttate of peace between tho tro nations,although everything went toiudicate bis helplessness in putsuing
such a course, owing to the instability of the race over which his sceptre
should properly sway, and their indifference td hisauthority. Now
that he, too, has openly avowed his
position to be hostile, it stands our
Government in hand to take such
measures as will ‘emphatically teach
these stirring revolutionists a lesson
that will not be soon forgotten, concerning its ability and consequent
inclination to maintain the respect
due to so great a nation, It is now
8 question of thesapremacy of either
the United States or Mexico: ’ The
only way to solve the problem in our
favor, is to so protect the frontier
’ that the “‘Greasers’”’ may have some
tangible evidence of the power with
which they have been so many years
