Two SysTEMs or Warrare.—A cas»
ual observer who has no claim to an inti»

pave been two diflerent théories
acted upon bY the war departinent since therebellion began. Itis possible that the two
general plans, when well understuod in all
their details, inay approach each other more
nearly than the uninitiated may atispect.—
We are only stating what are the appearareas 00 the surisce, «but at the same time
“cannot but believe that there have bee two
different plans” of crushing rebellion acted
upon by the Federal forces.
To appearances the so ealled “anaconda
system,” ioaugurated in the commencement
of the war, las been enperseded, or a0 thoroughly modified ns ‘scarcely tu resemble
its former self. The plan fret hit upon by
~ Gh," Beott aug his counsellors was a general system of stitrounding secessia and seu
ing the rebellion, asa snake would its Viefim. But the strength of the rebellion and
the far greater strength required to crush
them by the dispersion of forces under the
plan rendered the plan abortive, —
From the first there were inen whe had
little confidence in the plan operated upou
by the authorities, and failure was predict~
ed. It was urged that “central positions
were infinitely more advantageous in a military point of view than exterior ones, and
this is a role general in its application and
never to be departed from except in case
where an overwheluing torce ig employed
to destroy a vastly less one, The commonly received idea vf the “anaconda “ayatem”
dogs not seem to be easily revonciled with
the principles on which war is couducted
except upon. the suppusition that the au-~
thots of the syatem bud a contemptible opiniow of the force the rebel Stutes would
If the opinion was indulged that the insurrection would bave no
head, but would partake of the character
of scattered mobs acting without concert,
the policy of sending detached bodies of
men dt convenient points for the purpose
of restoring order; might not be se serivus~
ly questioned,
But, be that as it may, lotely a differen
idea of action seems to have been the basis
When the Govmoustalue a Ilae on which to penetrate the

Eaat Tenfiessee by Burnside, it began a new
order of things: The war departient was
nearly two years in coming to a belief of the
necessities of this moveinent to. pierce the
heart of the rebellion, and there were many
who did not seem to appreciate the impur=
"tance of the movement until up toi late period.” Bat now’ that Chattanooga and East
Tenneasee are ours, and the Alleghanies are
u loyal wall of defense to tis, even the rebels
themselves admit Chattanooga and East Ten
nessee inuat be retaken of the case of the
Confederacy 1s hopeless. The Confederacy
has been divided in twain by the opening of
the Mississippi river. A strong army at
Chattanooga . operating upon interior lines
threatens to-subdivide the Eastern hulf of
rebeldum, and the rebels see they must remove the dunger or perish.
A NEW [pta.—'Tis said there is nothing
new under the sun, but if we baye'ut atruck
an entirely new idea in one of the Washoe
papere-we are mistaken. The Virginia Bulletin says ‘the service of the politician is the
only one by which editore grow rch.” The.
opposite idea has been the accepted one,
viz: thaggfter on editor has worn out his
lite making public men, he is alluwed to die
poor, and without many friends among politicians. However, the Washoe man may be
thinking of the coming order of things. All
hail to the good time coming.

Weary of Life.
**T am weary ~—O ! so weary —
Of the worid’s perpetual atrife,—
Wondering if there’s nothing noble,
Nothing great or good, in life.’’
I have prayed to die, my Father,
Prayed that Thou wouldst take me home,
Up above the skies’
Weary of this worl
Where the angels dwell in giory,
blue dome.
For I’m weary,—yes. I’m weary,—
4 of strife,—
Weary of these years of waiting,—
Weary, weary, sick of life‘
Yet 1 know my Father holy,
In that home beyond the skies,
To that land where
Over fair elds still
Waiting, watches for my coming
nothing dies.
And Pm going,—yes, I'm going,—
to roam};
Never sighing, never dying ;
Oh, I’m going, going home. _ [MEP
