. SUNDAY hall ay ° City and County Official Press _ bring into, the field. ' of our military operations. W ‘ernment resolved to make the Alleghany Two SysTEMs or Warrare.—A cas» ual observer who has no claim to an inti» ; mate knowledge of the art of war. wauld pave been two diflerent théories acted upon bY the war departinent since therebellion began. Itis possible that the two general plans, when well understuod in all their details, inay approach each other more nearly than the uninitiated may atispect.— We are only stating what are the appearareas 00 the surisce, «but at the same time “cannot but believe that there have bee two different plans” of crushing rebellion acted upon by the Federal forces. To appearances the so ealled “anaconda system,” ioaugurated in the commencement of the war, las been enperseded, or a0 thoroughly modified ns ‘scarcely tu resemble its former self. The plan fret hit upon by ~ Gh," Beott aug his counsellors was a general system of stitrounding secessia and seu ing the rebellion, asa snake would its Viefim. But the strength of the rebellion and the far greater strength required to crush them by the dispersion of forces under the plan rendered the plan abortive, — From the first there were inen whe had little confidence in the plan operated upou by the authorities, and failure was predict~ ed. It was urged that “central positions were infinitely more advantageous in a military point of view than exterior ones, and this is a role general in its application and never to be departed from except in case where an overwheluing torce ig employed to destroy a vastly less one, The commonly received idea vf the “anaconda “ayatem” dogs not seem to be easily revonciled with the principles on which war is couducted except upon. the suppusition that the au-~ thots of the syatem bud a contemptible opiniow of the force the rebel Stutes would If the opinion was indulged that the insurrection would bave no head, but would partake of the character of scattered mobs acting without concert, the policy of sending detached bodies of men dt convenient points for the purpose of restoring order; might not be se serivus~ ly questioned, But, be that as it may, lotely a differen idea of action seems to have been the basis When the Govmoustalue a Ilae on which to penetrate the rebellion, and sent Rosecrans in such a dis _ regtion as to seige the key of the Confedeta~ cy at Chattanoogs, and afterwardsmote fully completing the plan by the occupation of Eaat Tenfiessee by Burnside, it began a new order of things: The war departient was nearly two years in coming to a belief of the necessities of this moveinent to. pierce the heart of the rebellion, and there were many who did not seem to appreciate the impur= "tance of the movement until up toi late period.” Bat now’ that Chattanooga and East Tenneasee are ours, and the Alleghanies are u loyal wall of defense to tis, even the rebels themselves admit Chattanooga and East Ten nessee inuat be retaken of the case of the Confederacy 1s hopeless. The Confederacy has been divided in twain by the opening of the Mississippi river. A strong army at Chattanooga . operating upon interior lines threatens to-subdivide the Eastern hulf of rebeldum, and the rebels see they must remove the dunger or perish. A NEW [pta.—'Tis said there is nothing new under the sun, but if we baye'ut atruck an entirely new idea in one of the Washoe papere-we are mistaken. The Virginia Bulletin says ‘the service of the politician is the only one by which editore grow rch.” The. opposite idea has been the accepted one, viz: thaggfter on editor has worn out his lite making public men, he is alluwed to die poor, and without many friends among politicians. However, the Washoe man may be thinking of the coming order of things. All hail to the good time coming. THe foundation for the newspaper mull is being laid in in close proximity to the pres“ent mill now in operation on the San Loren£0. SEVERAL of the Chapenss pirates i are fuss, ticating in Santa Cruz, and are honized by many pouple there, + ill lA tea THe Virginia papers of Tuesday, cnnounce that Horace Smith is corsidered by his phyJ} the name of Reese too much of the coleur de. ‘nies being incorporated, and ivterests sold in leads that are absolutely batren. Reese ivan. le newer nothing per. sonally-of this celebrated. country—nothing: atall. Ifmay be good, bad or indifferent: it may have either of these qualities or it may haveall eombised, for aught we know to the contrary. That it will answer the pers . . pose any how of attracting a large emigration ip the spring out.of which many indvid~. uals will make fortunes, looks very plain at prevent. Every third ina is going to Reese in the spring if he lives and can get there, unless an open winter.shalt operate sgainst . . his present plans. Ifthe country is half as rich as represented by some, itis a good . place to go to, and men who are not doing well in other localities would do nght to five the new plaice atrial. But some are bound to give everything sssociated with rose. The ledges in that region are not all worth as much as solid silver per foot. We are aware that in saying this we are laying ourselves liable to the charge of being igno~ . rant of the country, but we have ‘confessed to innocence of any knowledge on the subject in the outeet. Men tell us there are some ledges at Reese River even, that are perfectly barren—not an ounce of silver in . , them—while there ate dozens of other ledges, which under favorable circumstances would pay, ‘that will net yield a hundred. dollars a ton, the present price paid mill men for erushing. And further; we are informed that the expense of getting o mill erected at Reese River is so great that mill men with the scarcity of wood are not get» ting rich a8 Creaus by several thousand dol« lars income per month. We are told that there are a few scattering stunted pines dispersed aniong the sage brush, probably enouglf to prospect the leads with, but that soon the wood to make ‘steam must be hauled {rom a Jong distance and at an enormous “expense. as A report made to one of the San Franciseu mining companies, recently published in the . Alta says, with how mutch truth we are not qualified to say, that there ate compato. the coal ha» coat. It is a fact that thousands of people in San Francisco, and other plaées in this State, have invested thelr hard earned moficy in stocks in the Reese River, as well as other miver regions, solely on the representations of oth» ers whose character for truth, or khnowledge of the value of ores they know nothing sbeut. And this thing has been car. ried tou such an extent that business menu will not take a bundle of the most finely executed certificates of stock repre~ senting idterests in ulmobt any of the silver districts, as collateral security for a hun dred dollars in coin, although said bundle may be two feet in diameter and contain in five lithographic lester the names of. three~ fourths of all the incorporated companies recorded jn the office of the Secretary of be the spot for the fever and delirium to commence. : a ee ANTIDOTES TO STRYCHNINE.—Prof. J. K. Mitchell, of Jefferson. College, Philadelphia, mentions in a recent Jecture the follewing antidotes to strychnine, An ounce of tannic acid dissulved in a quart of water and drank freely and largely, forme an ins. luble tannate of strychnine in the stomach Twenty drops of tincture of iodine im mucilage or shgty water, then id ten minutes thir-ty drops, and if-need forty drops in ten min-« utes more. Large doses of camphor, sixty grains, in lees than a hour, have proved effeee tual. Five grains of sulphate of morphia }have counterseted the effects of three grains of strychnine. Chloroform has also been iubaled for ten minutes, and then partial an asthesia kept by it for hours bas been sucs mental. {N AGRICULTURAL Park at scdididste: is to be again eecupied by several companies of our volunteer militia, Le = Henry Scuroner: Weaatcedted on Wed« nesday at Sacramento on-the wags of diss cOuraging an bisnbatom Miss iiigethan vy a lady, the editor of the Alta says of a high order of tale hig ne bas sot: danger: { aa! 1) Pili Of 2#I+ ai" bass ba wie turn of mind ot eforig at a eS t Sewene +d “United States Senator, mA a Foreign Minister unde Viee P ra Demveratic Ad ministration, voted the Union ticket in Pesesylvanta.
