Waydown Bebee, chairman of the summer
poetry committee, reported that he had re
ceived seventy-six competitive poems up to
date, and that hémoticed a marked improvement instyle and sentiment over last year.
The prizes would be awarded somp time in
September. The following, written by old
Pete Whitefield, of the Florence hotel, Birmingham, Ala., was hanced to the secretary
to be read and filed: ‘

Elder Penstock arose to object. Time was
when the colored man of this country might
‘be connected with the chicken, but that day
had long since gone by. He looked upon the
poem as an insult leveled at the colored race.
Why should a colored man bo represented as
stealing up the alley any more than a white
man? And, above all, what member of the
Lime Kiln club could sit. stil! under the title
of “coon?” He would move that the poem be
scornfully rejected. .
Samuel Shin supported the motion. It
made his blood boil to be thus openly insulted
in his own house, as it were.
“I shall rule de moshun us outer order,”
calmly announced the president. “So furcas
my observashun extends. de cull’d man are
jist as tightly connected wid chicken at de
present time as eber befo’. I can’t Yarn dat
anybody has changed his taste from chicken
to codfish if he could help it. As.tode title
of ‘coon,’ dar ai no need of gittin’ up on our
bib horse about it. We kin call de white
folks foxes or rabbits if we want fo. It doan’
make us any blacker, nor shorten up our feet
one bit. AsI said, I shall oberrule de moshun.”—Detroit Free Press.

Full Text of the Ordinance
Adopted by the Supervisors.
ORDINANCE NO. 20:
HE BOARD OF SUPERVISORS OF THE
County of Nevada do ordain as follows:
SECTION I.
Every person, firm, company or corporation within the County of. Nevada now engaged in, or who may hereafter engage in
conducting, transacting or carryingon any
business in this ordinance herefnafter named, must before, or at any time of engaging
in the same, piveero a license therefor, as
provided forin-this ordinance. Each pers0n, firm, company or corporation so engagedor who may hereafter engage in such
business, must procure such license from
the Tax tollector, and shall be liable to a
license tax to be collected by the said Tax
Collector ef Nevada County. Such license
shall be paid for quarterly, (except as provided otherwise in this ordinance) in advance, and when issued shall authorize the
ipsy named therein to transact such busness in the saidcounty. Separate ticenses
must be obtained for each branch establishment, or separate house of business located
in “said county. Three calendar mouths
shall constitute a quarter. ~
SECTION II,
Auctioneers are divided into three classes,
and must obtain licenses from the Tax. Collector as follows:—Those whose: average
monthly sales amountto ten thousand do)lars or more constitute the first class, and
must pay a license tax of sixty dollars per
quarter. 2—Those whose monthly sales
amount to twenty-five hundred dollars
and lessithan ten thousand dollars constitute
second class, and. must pay a license tax of
twenty-five dollars per quarter. 3—Those
whose average monthly sales are less than
twenty-five hundred dollars constitute; the
third class, and must paya license tax of
sever dollars and fifty cents per quarter.
SECTION III.
Persons engaged in banking, loaning
money at interest, or in buying and selling
notes, bonds or other evidences of indebtedness of private persons, orin buying or selling state, county orcity stocks or other evidences of state, county or city indebtedness,
or stocks, notes or bonds orother evidences
of indebtedness of incorporated companies;
or in buying or selling gold dust, gold or silyer bullion, gold or silver coin, are divided
into three classes, and must pay license tax
as follows : ‘
1. Those doing business in the aggregate
to the amount of thirty thousand dollars or
more per quarter constitute the ‘first class,
and must pay a license tax of fifteen dollars
per quarter.
2. Those doing business in any amount
under thirty thousand dollars and over ten
thousand doilars per quarter constitute the
second class and must pay a license tax of
seven dollats per quarter.
3. Those doing business in ary amount
less than ten thousand dollars per quarter
constitute the third class,and must pay a
license tax of three dollars per quarter.
SECTION IV.
Licenses must be“obtained -for the purposes hereinafter named, for which the Tax
Vauecrar must require payments as folows: ‘
4. Proprietors of billiard tables, not kept
exclusively for family use, must pay for
each table five dollars per quarter.
2. Theatres and other places of amusement must pay for each performance a license tax of two dollars.
3. For each show for pay of any figures,
jugglers, necromancers, magicians, wire or
rope dancers, or sleight of hand exhibition,
five dollars per day.
4. Foréach exhibition for pay, for a caravan or menagerie, or any collection of animals, eircus.or acrobatic performance, one
hundred dollars per day. .
5. For each pawn broker.fifteen dollars
per quarter. Z
6. For each toll road having a toll bridge
thirty-six dollars per year.
Tlie provisions of this section do not apply to exhibitions or entertainments given
for the benefit of churches, schools or other
charitabJe entertainments, by any amateur
dramatic association or literary society of
the town or districtin which such exhibition or entertainment is given.
SECTION V
Every person whosells spirituous, malt or
fermented liquors or wine in less quantities
than one quart, must obtain a license from
the Tax Collector and must pay therefora
-license tax of fifteen dollars per quarter.
2. Every person who sells malt or fermented liquors or wine in less quantities
than one quart, and who does not sell spirituous liquors, must pay therefor a license
tax of nine dollars per quarter.
SECTION VI.
Every person who at a fixed place of business sells any goods, wares or merchandise, wines, or distilled liquors, drugs or
medicines, jewelry or wares made of precfous metals, whether on commission or,otherwise (except agricultural or vinicultural
productions, or the productions of any
stock, ae age poultry farm of this State
when sold by the producers thereof, and except such as are sold by auctioneers at public sale under license); and all those persons
who keep horses or Carriages for hire (exceptsuch as are used in the transportation
of goods), must obtain from the Tax ColJector of this county for each branch of such
business, license, snd pay Auer rly there

by the class in which such person is placed
by the Tax Collector of this county; such
business to be classified and regulated by
the amount—of—the average monthly sales
made or hiring done, and at the rates following:
1, Those who are estimated to make average monthly sales of five thousand dollars
or more constitute the first class, and must
pay five dollars per month.
2. Of two thousand five hundred dollars
and less than five thousand per month constitute the second class, and must pay three
dollars per month. :
3. Of all amounts overtwelve hundred

hundred dollars per month constitute the
third class, and must pay one dollar and
fifty cents per month.
4. Of all amounts less than twelve hundred and fifty dollars per month constitute
theourth class and must pay one dollar
per month; provided that the sales of liquors and wines by persons licensed under
section six of this ordinance must not be in
quantities of less than one quart measure;
and further provided that no license must
be required orphyalcians, snrgeons, apotnecaries or chemists for any wines or spirituous liquors they may use in the preparation
of medicines,
SECTION VIT.
Every traveling merchant, hawker or peddler WHORES SAG and vends goods,
wares or merchandise of any kinds must
pay for a license five dollars per month; and
every such traveling merchant, hawker or
peddler who uses a wagon, or one or more
animals forthe purpose of vending such
goods, wares or merchandise of any kind
must pay a licenge of fifteen dollars per
month. ;
SECTION VIII.
Every person who keeps a stallion, bull
or jack, and who permits the same to be used
forthe purpose of propagation. for hire,
must obtain a license therefor from the Tax
Collector ofthis county and pay therefor as
follows:
1. Horsesthat are hired for the purpose
of propagation, by the season, at ‘fifty dollars or more, constitute the first class, and
must pay @ license tax of.forty dollars.
2, At thirty dollars and less than fifty dollars constitute the second class, and must
pay twenty-five dollars.
8. At fifteen dollars and less, than thirty
dollars constitute the third class, and must
pay fifteen dollars.
4. All at less than fifteen dollars constiute the fourth class and must pay ten dolare, *
5, For each jack ten dollars.
6. For each bull uine dollars per year.
SECTION Ix.
For each license issued the collector must
collect a fee of one dollar in addition thereto, which shall pay all fees and expenses of
collection, and of the said dollar 50 cents
shall be retained by the ‘Tax Collector for
his own use to cover the expense of collecting licenses under this ordinance.
SECTION X,
Every person, company or corporation en
gezcd in, or whoshall hereafter engage in
the !.usiness of raising, herding or pasturing sheep within the County of Nevada shall

businéss, trade, occupation or employment,
which is required to licensed by the provisions of this ordinance, without obtaining
a license therefor as required by this ordinance, or shall, after demand, refuse, neglect, omit or failto comply with any requirement or requirements, provision or

r\HE BOARD OF SUPERVISORS OF THE
County of Nevada do ordain as follows:
lst; There is hereby granted to E, M. Preston, N. P. Brown, J.'f. Morgan, Chas. Karker, G. C. Gaylord, G, E. Turner, Wih. Campbell, W. C. Jones and Geo. E. Brand and
their executors and assigns the right to
construct and maintain for the term of fifty
years, a Street Railway for the transportation of passengers along the public road of
the Connty of Nevada, from the South line
of the corporate limits of Nevada City to
the Easterly limits of the Town of Grass
Valley.
ond) There is hereby granted the right to
run cars over said line of road upon the
payment to the County of Nevada, as a license upon each ear so to run, the sum of
Five (5) Dollars per annum ; and such cars
may be. propelled by horses, mules, wire
ropes running under the roadway, by steam
or by electric motors. :
Provided however, and this franchise is
granted upon the express condition that :
Ist. Work to construct the said road must
be commenced within one year from the
date of this Ordinance, and that said work
must be completed within three years from
the date hereof. ae .
2nd. That said Railway may run along
the line ofthe pnblic high way on either the
upper or lower road but when running
tone the highway must be constructed on
one side of the highway track at.sufficient
distance from the centré thereof se as not to
interfere with the free pagsage of teams
thereon, and may cross the road where such
crossing shall be deemed necessary, but in
either case the said Railway must:be so constructed as not to impair travel along the
suid highwav or atthe crossings ; and all
crossings when made, must be kept in repair at all times, so _as not to interfere with,
orinany way impede publietravel. And it
is further conditioned that in the construction of the track of the said Railway, if at
any point itshall be on the public highway
the track must be so constructed that all vehicles may pass over the. game without being impeded therebv.
Tiis Ordinance shall take effect and be
in force on and. after fifteen days from the
date of its adoption. :
