Twelve years ago there was not asingle
comic paper worthy of the name in the
who'e United States. Now there are a
number: The Wasp, Judge, Puck, Life,
Seras Eiftings and Vanity Fair, just
nocus to be issued. All these are publshed ia New York except the Wasp,
which is a San Francisco pub‘ication,
Puck imitated its form from t.e Wasp,
which had tinted cartoons and was in existenco several months before Puck
started, It was a‘matter of surprise to
Fr slishmen that. Americans who filled
t! cir newspapers with jikcs could not
supportacomic pap r. The experiment
had often been tried but was unsuccessful. Punchinello, the old Vanity Fair
and a dozen others were all failures notwithstanding the best American humorists—including Artemus Ward—and the
cleverest caricaturists of tho cay contributed totheircolumns, Although the
Wasp was ciarted before Puck it bas rot
been so success‘ul. In San Frareisco its
field was narrower and it had not the
cleverartists that Puck managed to secure,
Keppler, its principal artist, comes from
Vieuna, He was first a confectioner, and
then a variety actor. He met while crawnamed Schwarzmann. They becu me partners and began the publication of a German Puck in 1876. Then came the English Puek in 1877,which was quite an afterthough as neither Keppler nor Schwarzmann understood the English language.
They engaged American writers to edit it.
After a year’s struggle.it was a success.
The paper mace money and is now established on a firm basis. It is however in
no sense an American publication. Politicully Puek was for many years tl.oroughly independent. During »campaign
it had Democratic weeks and Republican
weeks alternately. It changed its policy
however four years ago, supporting Cleveland through thick and thin. Gillam,
now of the Judge, who was the chief
cirtoon artist of Puck at that time
came very prominently before the public by drawing Blaine as a tattooed
man—under instructions from his emPe aadetied Gillam is a staunch Kepubican,
The lato James A. Wales was the
fou: der of the Judge. He wasan artist
on Puck, some of the best cartoons appearing in that sheet being his. The
Judge for a number of years was no.
prosperous, and changed binds tw) or
threctimes, Atlength, W.J. Arkell, of
the Albany Evening Journal, purchased
the paper und engaged Giliam and Zimmerman as artists. The Judge is now on
the high road to prosperity. Itisstrictly
Republican and Protectionist. Duringthe
Cleveland-Blaine campaign of four years

end would have died altogether had it
not been subsidized to the extent of $5,000
by Republicans, It is a very different
paper now, is admirably gotten up,and
its cartoons are pointed and clever and
ere executed inthe best style of colored

Life, the black and white society comic
journal, grew out of acollege publication.
It was very poor in every respect for soma
time, but is now a model of typographist wiih some European experience and is
also a Ilarvard graduate, isthe principal
pro‘ rietor, While Life aims to hit the
foibles and weaknesses of fashion and society, it does not neglect politics. It.
favored Cleveland as against Blaine in
the last campaign and is still his friend.
Life is decidedly a paper of refinement
and itis rire to find any vulgarity in its
columns, which is more than can besaid of
some of the other comic journals, Teras
Siftings. which is-now published in New
York, was originally started fu Austin,
Texas, by Alexander Sweet and J. Amoy
Knox. The office was afterwards removed to New York. There is also r
branch fn London. Siftings is a ‘atrictly
comic paperand does not take sides in
politics, although it frequently has funny
cartoons on political subjects, Like Lifc
itsticks to black and white in its pic
tures and does not seek to influence public opinion except by making its readers
laugh,
Tid Dits, now called Time, is a paper
very similar to Lifein character, It goes
in mainly for jokes and handles politics
pictorially in a somewhat lofty and gin
ferly manner, Whether political comic
papers have: much influence on ptblic opinion is of course a question, but it
is certain that the comic carton journals have familiarized the great body oi
the people with the feataresand peculiarities of prominent men, which-has had it.
effect. : —
A comparison of the American comic
journals with the English ones is ver;
much in favor-of the former, especially hi
the cartooha, Many in Punch, Funane
Judy are to the Am?rican absolutely
pointless even allowing for iis unfamiljarity with tue foreign political situation,
An artist like Tenniel, who has for years
drawn the cartoons in Puneh, rarely
takes an idea from an outsider, There ic
a-painful sameness about his pictures.
Tle is eminently classical and never attempts to touch the great mass of the
people, The system is different here.
Ideas and suggestions for. cartoons from
those outside the staff are eagerly reecived and liberally paid for.» Keppler,
who is certainly the most effective cartoonist in America, almost invariably
makes use of the suggestions of others.
Gillam, on the other hand, is very prolific
in ideas, and most of his work is entirely
