regard to the questiéns which purported
to be. addressed to the Attorney General,
have been ‘contratlicted, and ‘it may. ve
true that they never ‘emanated from the’
-President, but we hardly. think the evi‘dence yet offered prove that they emana-ted from gold speculators. . The questions
bear the evidetices of careful preparation,
‘and are just What any one familiar with
Johnson's past course would expect from
him.’ It 1s not'at*all surprising that Johnson should ask -of ‘his attorney the same
questions which ke: has answered himself, He has pronounced Congress “an ille, gal body” anda body assuming to be the
Congress of the. United States.” He has
gone further, and given as a'réason for teturning «bills, ‘that: @ part of the States
were excludéd from Congress. If: he is
honest in these opinions, which have been
announced in every town on his recent
‘electioneering tour, where the people
permitted it, ten it follows as a .matter of course that some steps should be
taken to see: justice done the rebel States.
In short; if the Representatives of the loyal States “do. not constitute Congress, as
Johnson has charged, he is bound not to
recognize them as such, and it) is natural

riot.are not calculated to impress the people with a regard for the honesty of his
