City and County Official Press Tne SITUATION —Again the rebels.in all quarters display great activity. In ‘Virginia tle doubt 4s entertained that Lee is in large tion of his army to make the fight at ChickaBragg too is not idle, nur does he give any sure signs of weakness, The raid of a heavy force under Buckner ‘northward to Kentucky, would seem, to in-~ ‘If their army at that point were in danger of being overwhelmed by Rosecrahs no detachments could be spared for long forays like that undertaken by Buckner. Where has the strength ofthe rebels come from that they are-able to take the aggres+ ‘sive in two or three places at once? Have the designs of our Government been commu know no danger is threatened at Mobile, Sas vannah, anda half a dozen other points, and are thereby enabled to withdraw all their forces from those places and concentrate them at Chattanooga and off ‘the Rappahans nock 1 e Probably Johnson's forces are mostly incorporated with Bragg’s, and in all probabil ity the prisoners paroled at Vicksburg. and Port Hudson are in arms again in front of Rosecrans, The enforcement of .the rebel conscription ‘act has also supplied the Southern army with a great many men. The policy of the rebels making gréat-ef. fort just before the cold weather sets in is correct. If they can stop the progress of the Union arms, and put our afwies on the defensive, the prestige is something and may last through the winter when no very active operations will take place. Already Roses crans has fallback from his most advanced position to Chattanooga, Meade has retreated toward Washington, and ‘thé Ironsides has beet injured ut Charleston. All this serves to give a little hope to the Confederacy and its sympathisers, The capture.of Charleston, a slates by Meade, or better than all, the crushing of Bragg by Rosecrans, would be a staggering blow tothe rebels. We needa victory. An Imporrant Surr.—The much talked . Of suit involving the title to a large share of the so-called Comstock lead, has been coms menced in the 12th Dats Guu of San Francisco, before Judge Loredzo Sawyer. The allegations of the plaintiffs are: That two brothers, Hoeea B. Grosch and E. Allen Grosch loested the ledge in 1857 and took ores from the same. That Hosea Groscb ‘That the surviving brother left the “leidge and his claim in the hands of Comstock who took metals from the mine of great value. That Comstock wad to have one quarter of the whole for tuking care of the intereste of the brothers. But he sold out the gether with all the metal extracted. ‘The suit is brought to recover rights said to be. vested in the brothers: Grosch or their heirs. The suit was couimenced on Saturday last; and we notice that the prices of steck in the Ophir and Gould & Curry have declined heavily, ‘which isan indication that the occupanta. of those mines have-not the fullest confidence in the legality of their claims re has been formed in San Francisco the Grosch Conse lidated Gold and _ Silver Mining Company. Heavy capitalists have embirKed in it, and some ‘of the men would not be engaged in the business unless convinced that the Grosch claim had some foundation in fact. 1t 18 under the auspices ofthis company that the suit has been commenced. Itis. about -titne-to } ~ staré anew one, the old ones are dying 80 fuat, or the breed would soon be extinct. The spasms preceding death are plainly visix ble. If it don’t kick the bucket soon we miss our guess. “ ' Goon Ipra—It ay proposed thut the con~ vention about to meet te form a constitution for the State of Washoe, insert a clause in the instrumeat: acknowledging the ‘paramount allegiagee, of the people of the new Setetalhe Geta THE ELEction, —Not much interest was ‘shown in the election of yesterday. But ‘tow comparatively took the trouble to go to the polls. -This is not as it should be.— When a whole Supreme bench is elected every citizen should be alive to the importance of the election. The Judiciary is the must vital part of the Government. and should, therefore, be-the more carefully pros: tected. But separating the judicial election from the political, robs it of all its interest. Though the judicial offices.are really the most important, the masses seer toregard them as of the least possible consequence,— The vote yesterday is ag indication of the San Francisco HoTe“s Prices.—The Lick Hotise, Kuss House; ‘Tehama, Brovk~ lyn, International and American Exchange hotets, in San Francisco publish that in conse~ been compelled to pay their employes. they must advance their prices. The Occidental this house haw slways been higher priced than any of the other hotels in that diy. The have advertised a change 1s 50 cents aday. Hereafter the regular terms of the Russ and Lick Houses will be $38 day for each resi-« dent The-otber hotels advertising are secs ond rate houses, and theit terms somewhat lower. The new regular rates at the International, Broo and American Exchange are $2 50 a day. The-rate-at the Occideninterest the public manifests in a judicial} tal has been $3 a day since it opened. election. It is true che country is largely depopulated by silver exeitements, there is not so great a disparity between the population now and what it was at the late political election as there is between the vote now and vote then. Hundreds have staid at home, and if incompetent or corrupt judgges have been elected by the negligence, we shall not regret it if the evils fall only on the laggards, The vote of the State wll be undoubtedly. . , light. Wedoubt if mére ‘than. forty thous» sand votes are cast. If thetebel sym pathizers were thoroughly drilled and brought out, the result would have been disastrous. We suppose from the indications about us that the Union ticket has carried, but not much credit is due Unionists, if it be so.— It is only an accident fer “which we are thankful. If the whole State Government is in the hands of unconditional Union men, it is cause for congratulation.. EASTERN News.—The Richmond papers report a detachment of Burnside’s army, consisting of 27 regiments mounted men having met the rebels at Greenville, Tenn., on the Virginia and Tennessee railroad; and followed them up on the line of the road to Abington in Virginia. The rebel loss was 300 killed and wounded the latter falling in~ to Federal hands, The railroad in that quar‘ter ia_probably in our possession. The Richmond Enquirer advocates the im~ prisonment of negroes as teamsters. The situation of Lee is not determined. His forces are active, and doing some dam< By dome it is thought Lee mneditates agrand cavalry raid into Maryland, while others think his activity isonly a ruse to occupy Meade’s attention while a strong detachment of hie~army is withdrawing to reinforce Bragg. The reports tu the Herald, which are always to be taken with several grains of allowance, are to the effect that the rebels are falling back upon the Rapidan and that our army offers battle by advancing. Gen: Grant has superseded Rosecrans as commander of the army of the Cumberland. Rosecrans is ordered to report at‘Cincinnati: The rebels are entirely out of Tennessee. * Gold 149, -_ oo New Secesu Journat.—Latham's im« pertation, Beriah Brown, announces that he 1s about to start a paper called the Democrat~ ic Press, out of the material of the Republic. Democracy.on the ruins :of me Republic is significant.
