Page 380, ‘‘Tithe XXX Naturalizatioh’’ says: “An alien may be admitted to become a citizen of the United States in the following manner, and not otherwise,"’ etc. The same’ title, Sec. 2169 (as amended on page 1435) reads: ‘‘Vhe provision of this Title shall apply to aliens being free while persons, and to alieus of African nativily, and to persons of African descent. Taking Sec, 2165 in connection with the amended Sec, 2169, it is evident to any person capable of understanding the plain import of the English language, that no Chinaman or other Asiatic can be naturalized tuuder the United States Laws.
