outrages of Swann by force if necessary.
days granted to amend.

' THURSDAY, OCT. 25, 1866. _
-DANGER IN MARYLAND.—By the laws
-of Mar#tand those who left the State to
fight in the rebel army are disfranchised.
Without this rebel vote Johnson cannot
catty the State for his policy. © The renegade Governor Swann who is capable of
any infamy, is attempting to force the
Commissioners who have charge of the
registration of voters to record the names
of rebels. The Union men are determined
to stand np for their rights to the letter.
The Governor of Maryland was elected as
a Union man but he folloWed Johnson into the rebel ranks. Some years ago this
man Swann was elected Mayor of Baltimore, He wasa leader of the “Plug Ug
lies” “Thé Blood Tubs,” aad other clubs
of like character that controlled for years
that city, and furnished large sums of
money to keep up such organizations,—
By violence and fraud Swann carried the
city, and such was‘ the state of things’
that respectable citizens were not allowed
eleéted all opposition was withdrawn by
10 o'clock on the day of election, and his
supporters marched in procession from. one
ward to another; voting at-every poll in
the twenty wards then existing iti the city.
All these acts were upheld by Mayor, now
Governor Swann, and it was Rot till after
this rowdy element assaulted the Massachusetts soldiers that the people, aided-by
the Government, were strong enough to
throw them dut of power. It is easy to
Delieve that a man whocoald sustain such
outrages, would not hesitate to violate a
State law in order 10 catry an election.—
The loyal men of Marylatid:are determin:
ed and will contend for their rights, but .
we fear they will not be able to come out
victorious in a contest against both Governor and President. Should they loose
their Congressional representation by the
votes of disfranchised rebels, there will no
doubt be a contest for the seats in the
House ‘of Represetitatives, where there
will be & better show of justice, The loyal
men declare their intention to resist the

was thesfmpression made on my shind
while. ih attendance upon the General
Association of ‘California, which held its
session in Sacramento. I had never stay'}ed in the ‘place ‘before, ‘merely passed”
notice. At present, the raising’ of the .
street grade in the business portion of the .
city being but partially completed, leaves
thingsin a chaotic state wheré ‘this work
is going om. But already it isclear: what
a very great improvement this will be
when finished, and one is perfectly willing
to run the ak of breaking legs or neck 4
being compensated for all hazards by the
satisfaction of finding one “town in the interior of California where the people believe somewhat in the future. The Sacramertans plainly mean to live in Califor
nia ; they are not afraid to. work’ for the
benefit of the next generation as well'as
this ; and feeling it to be a part of human
duty to overcome obstacles in nature, they
intend to make floods no longer a terror
to any who will settle down upon their
beautiful plain.
The rural aspect of many of the streets
which are lined with well grown and

interior cities of New, England. ‘Springfield, Mass., seemed to me reproduced in
our California capital. Many of the residenees approach té-elegance in their style
of construction and the laying out of the
grounds. The close shaven lawns, selected trees and trim walks bespeak ‘a homefeeling among the people.
I took several horse-back rides before
breakfast with Rev. Dr. Dwinelle, who is
the-able pastor of the Congregational
Church. We rode out to the Fair Grounds,
and returning, visited the new capitol,
upon which the work is going steadily
forward. The stone is brought down br
the Central Pacific cars from Rocklin.
The building is already sufficiently advanced to show , that it will be in every respect, cost ineluded, worthy of the great,
State for whose use itgs being erceted. I
have no doubt that the legislators who
shall assemble in its ample halls will be
equally worthy of the people they will represent, at least in the item of cost.
The next. morning we rode ,out.te the
old Sutter Fort,, thus bringing: inte. contrast the Sacramento of the. present and
future with that of a past forever gone.—
The fort stands about two and. a half
miles from the centre of the city, in a
north east direction. ‘The wall or rampart that used to surround the enclosure
has been almost entirely taken off, the material being worked into new buildings.—
The house, however, remains nearly as
when Gen. Sutter oceupied it, though two
of the old adobe walls have been replaced
with brick. This place was all there was
of Sacramento twenty years ago, and ‘all
there would be now ff it had not been for
